Estados UnidosUnited States.

An FBI memorandum dated April 17, 1958 (field-office file 100-DE-18221, Serial 844), declassified in the first PURSUE tranche (May 8, 2026), records the report of a Detroit man who described a 'circular object with a crystal-type dome' and recommends forwarding the information 'to proper air force authorities'. It is a typical tier-B incident case from the flow of citizen sightings the FBI channeled to the Air Force: a single witness, a structured description but no instrumental corroboration, and the routine administrative referral. Its value is documentary —how a report was processed— more than probative.

Limited evidence: single-witness, local or without primary verification. Three independent axes: the «tier» measures the strength of the evidence; the «probability» estimates how genuinely unexplained the case is —a natural phenomenon can remain unexplained, so it does not equal «non-prosaic»—; and the partition of explanations (below) says what it most plausibly was. So a well-documented case can have a possible hoax as its most plausible cause, and a Tier B is not, for that reason, a hoax.

Among the serials PURSUE declassified in its first tranche of May 8, 2026 is an FBI memorandum dated April 17, 1958, belonging to the Detroit field-office file 100-DE-18221 (Serial 844). The document records the report of a Detroit, Michigan resident who claimed to have observed a 'circular object with a crystal-type dome'. As was the Bureau's usual practice with such sightings, the memo does not open its own investigation: it records the testimony and recommends the information be forwarded 'to proper air force authorities' —that is, to the Air Force, which since 1952 centralized the study of unidentified objects in Project Blue Book—.

The episode is modest and worth describing without inflating it. It involves a single civilian witness, with no radar, photographic or documented second-observer corroboration in the declassified piece, and a description that, though structured —circular shape, translucent dome—, corresponds to a visual repertoire very widespread in 1950s UFO culture, fed by the press, cinema and prior 'saucer' reports. The FBI's role here is that of an administrative conduit: receive the citizen complaint, note it in the field-office file and refer it to the competent body, without judging its nature.

The corpus includes the case for its clean documentary provenance —an official memo, dated and located, with a concrete textual description— and as a representative sample of the enormous volume of routine reports the U.S. security apparatus processed during the Cold War. It is not one of the famous cases of 1958, but the kind of ordinary sighting that made up the bulk of the flow and that, almost always, was resolved or filed without an anomalous conclusion.

The value of this memo lies not in its probative content —which is minimal— but in what it represents, and hence it enters as a tier-B incident case with a distribution dominated by the mundane explanation. A single witness, with no instrumentation backing the account, and a description that fits the era's imagery do not sustain an extraordinary inference. The most economical hypothesis is misidentification —a balloon, an aircraft with an unusual light configuration, a reflection, an astronomical object— possibly enriched by the cultural expectation of the 'domed saucer'; the indeterminate residue reflects only that, with the available information, the case cannot be closed with a single verified cause.

Its inclusion serves two functions. First, it illustrates the FBI's institutional role in the Blue Book era: not that of investigator of the phenomenon, but that of a conduit receiving citizen complaints and referring them to the Air Force, a pattern the corpus also documents in the central file 62-HQ-83894 and in the 1960s occupant memos. Second, it is a scale calibrator: for every famous, well-instrumented case, the archives contain hundreds of reports like this one —ordinary, single-witness, without follow-up—, and keeping them in view avoids the sampling bias that over-represents the anomalous. The corpus frames it with that caution: it records the sighting and its documentary chain, without turning an evocative description into the weight of evidence about the phenomenon's nature. In the corpus's model terms, the case illustrates how an individual report of low instrumental content rests overwhelmingly on the mundane narrative, leaving an indeterminate margin that should not be confused with support for an exotic hypothesis: the lack of closure is not evidence of anomaly but absence of data sufficient to rule out the most probable prosaic cause. It is, in sum, an archival piece valuable for its traceability and date, not for its evidential weight, and is catalogued as such.

Distribución de explicacionesDistribution of explanations

This case is classified among the model's hypotheses: the bar splits 100% by how much each explanation weighs (the uncertainty is spread across the hypotheses the case supports). Summed across the corpus they produce the comparable partition. It is a different question from the Probability above: that one estimates how likely the case is a genuinely unexplained phenomenon; this one splits which the explanation would be.
