Programa oficial soviético de investigación de fenómenos aéreos anómalos, establecido en octubre de 1978 tras la ola de avistamientos 1977–78 (en particular Petrozavodsk). Operó en dos brazos paralelos: SETKA-AN dentro de la Academia de Ciencias y SETKA-MO dentro del Ministerio de Defensa, ordenado por la Comisión Militar-Industrial. El Instituto IZMIRAN de magnetismo terrestre y propagación de radio lideró la coordinación científica. Durante trece años (1978–1990/91) una orden permanente exigió a cada militar soviético reportar por escrito cualquier fenómeno anómalo — se recopilaron aproximadamente tres mil reportes. It operated in two parallel branches: SETKA-AN within the Academy of Sciences and SETKA-MO within the Ministry of Defense, ordered by the Military-Industrial Commission. The IZMIRAN Institute for terrestrial magnetism and radio-wave propagation led the scientific coordination. For thirteen years (1978–1990/91) a standing order required every Soviet serviceman to report any anomalous phenomenon in writing — approximately three thousand reports were collected. It is the near-exact institutional parallel of Project Blue Book, executed outside the West and chronologically symmetric with the AAWSAP cycle that would come three decades later in the U.S.
