The Latin American model: when civil aviation studies UAP

The institutional history of the UAP phenomenon that gets told most is the American one, and it is a history of secrecy: Project Sign and its shelved 'Estimate of the Situation,' the Robertson Panel recommending debunking, Blue Book closing the subject in 1969, and half a century of silence broken only in 2017. It is an arc of concealment and leak. But it is not the only possible model, and the corpus reveals another clearly: the Latin American one, where the state did not hide the problem but delegated it to its aviation bodies.

The difference is one of framing. In the United States the phenomenon was treated as a matter of intelligence and defense —something to classify. In South America, again and again, it was treated as a matter of air safety: if pilots and radars report unidentified objects in national airspace, that is, first of all, an operational aviation problem. That reading, less ideologically loaded, opened the door to official commissions that investigate openly.

Chile is the clearest case. In 1997 the Directorate General of Civil Aviation, together with the Air Force, created the CEFAA (Committee for the Study of Anomalous Aerial Phenomena), a body that receives reports, analyzes them with meteorologists, controllers and officers, and publishes conclusions —including 'unidentified' when warranted. It is a civil-aviation institution doing methodology on the phenomenon, not an intelligence office managing its silence.

Uruguay got there earlier. In 1979, after a series of reports including one from the crew of a PLUNA flight escorted by a light, the Uruguayan Air Force created CRIDOVNI (Commission for the Reception and Investigation of Reports of Unidentified Flying Objects), still active decades later under military command. Argentina formalized its own body, the CIAE, within the Air Force; and Peru, after years of sightings over military installations, institutionalized the investigation in the FAP's OIFAA. Four neighboring states, four official aviation commissions.

Brazil is a variant of the same pattern with a documentary twist. The Brazilian Air Force investigated famous cases —Operação Prato in Colares (1977), the 'Official UFO Night' of 1986 when fighters chased objects over the southeast— and civilian pressure from campaigns like 'UFOs: Freedom of Information Now' led to the release of thousands of pages of military files to the National Archives. It is not perfect transparency, but it is a flow of declassification through ordinary administrative channels, not through leaks.

What is interesting for a corpus trying to calibrate evidence is that this model produces a different kind of datum. A sighting processed by CEFAA or CRIDOVNI arrives with an institutional chain of custody: time, radar if any, testimony from aviation personnel, and a ruling. It does not guarantee the object is anomalous —many resolve as balloons, reentries or traffic— but it guarantees the report was handled with method and not buried. When one of those cases survives the filter and stays 'unidentified,' the verdict weighs more precisely because it came from those with the incentive and the competence to explain it.

It is also wise not to idealize. These commissions are small, depend on shifting budgets and wills, and their openness coexists with episodes of reticence. Peruvian pilot Óscar Santa María Huertas fired 64 rounds at an object over La Joya air base in 1980 with no OIFAA then existing to systematize the case; institutionalization came later. The Latin American model is not a utopia of transparency: it is an administrative tradition, irregular but real, of treating the phenomenon as what it operationally is —unidentified traffic in sovereign airspace— rather than as a secret to guard.

Seen together, the contrast is the lesson. The U.S. declassification of 2025-2026 —PURSUE, the war.gov/ufo portal, the legislative pressure— is presented as a historic turn toward transparency. And it is, for the United States. But several South American countries had spent forty years doing, at their scale and in their way, something the secrecy model is only now discovering: that a phenomenon reported in airspace is better studied in the light than in the dark.
