Around 5 a.m. on April 17, 1966, officers Dale Spaur and Wilbur 'Barney' Neff of the Portage County (Ohio) Sheriff's Department stopped on Route 224, near Ravenna, to check what looked like an abandoned car. By their account, an object rose from the wooded area: a structure about fifty feet in diameter, bright, emitting a well-defined beam of light toward the ground that lit the two men so intensely they shielded their eyes. Far from investigating on foot, the officers got into the cruiser and, on radio instruction, began following the object, which kept ahead at low altitude, matching its speed to the car's.
The chase stretched eastward for nearly 138 kilometers, crossing the state line from Ohio into Pennsylvania. Along the way more badged witnesses joined: officer H. Wayne Huston of East Palestine (Ohio), who saw the object pass overhead with the cruisers behind and joined the chase; and, already in Pennsylvania, officer Frank Panzanella of Conway, who had been watching the object before the Ohio cars arrived. When Spaur's cruiser ran nearly out of fuel, they stopped; the four officers agreed on seeing the luminous object suspended before it ascended and receded with the dawn. That four officers from two different jurisdictions concordantly described the same object in sustained motion is what sets the case apart from an isolated sighting.
The official investigation was, to put it mildly, dismissive. Major Hector Quintanilla, head of Project Blue Book, ran the case with a two-minute phone call to Spaur followed by another one-minute call. By Spaur's written and signed testimony, Quintanilla wanted him to sign a text fixing the sighting's duration at 'a few minutes'; when Spaur protested it had been a roughly 100-kilometer chase across two states, Quintanilla ended the conversation. A week later he told the press the object had been first the Echo communications satellite and then the planet Venus —an explanation that did not account for an object that moved ahead of several cars for over an hour. It took congressional pressure for Quintanilla to finally travel to Ravenna and interview Spaur and Neff in person. Astrophysicist J. Allen Hynek, Blue Book's scientific advisor, reproduced in his book 'The UFO Experience' a partial transcript of the interrogation that illustrates Quintanilla's method with witnesses. The human aftermath was harsh: Spaur's credibility collapsed after public ridicule, his marriage and career came apart, and he eventually left the police. The object never received an explanation that satisfied the four officers or Hynek.

It matters because it is one of the cleanest cases in the corpus in terms of witness quality: not one but four police officers from two states, with radio, time records and a verifiable route of about 138 kilometers, concordantly describing the same object in sustained motion. That convergence of trained, mutually independent witnesses is exactly the kind of evidence the corpus values for the high tier: hard to explain as individual illusion or isolated exaggeration. What they saw remains open to interpretation —an aircraft, a balloon, a planet confused with the chase's dynamics are real prosaic candidates— but the strength of the multiple testimony is what sustains Tier A, regardless of what the object was.
Its second importance is as a case study of the institutional failure that defines the Blue Book era. Quintanilla's 'investigation' —two minutes on the phone, an attempt to have a false duration signed, an Echo-then-Venus explanation physically incompatible with an hour-long chase— is the textbook example of how the official program closed cases to manage public perception rather than to understand the phenomenon. That it took congressional pressure to force an in-person interview, and that the program's own scientific advisor (Hynek) documented the handling as evidence of method, makes Portage County a key piece in the file on distrust: it does not prove the object was anomalous, but it does prove the apparatus tasked with explaining it was not trying to. The cost fell on the witness: Spaur, an officer with no agenda, lost credibility, family and career for reporting what he saw. For a corpus that separates the strength of the evidence from the nature of the object, the case is Tier A on its witnesses and a reminder of why so many professionals learned not to report.
