The CIA-UAP-D001 file is a CIA human-source intelligence (HUMINT) report, classified at the time as CONFIDENTIAL, with a reporting period from November 1972 to November 1973 and a source acquired in Germany. It resurfaced declassified within the second tranche of the PURSUE system —the Department of War's federal UAP-records release— published on war.gov/UFO on May 22, 2026. Its singular value is the location: the sighting occurred inside Site 7 of the Sary Shagan testing range, in the Kazakh SSR, near Lake Balkhash. Sary Shagan was no ordinary place: it was the principal Soviet anti-ballistic-missile (ABM) proving ground and, during the Cold War, home to directed-energy weapons programs and high-power lasers. An anomalous luminous object over that facility carries, by context, a weapons-test reading that a sighting over open country would not.

According to the report, a former Soviet citizen working at the range stepped outside during the televised broadcast of a sporting event and saw, to the west of the site and at about 70 degrees elevation, a 'sharp (bright) green circular object'. Within 10 to 15 seconds 'the green circle widened and several concentric green circles formed around the mass'. The coloring faded within minutes. There was no associated sound or explosion; the sky was clear, and both altitude and diameter were indeterminable. What the document does not allow is closing the question. It is a single-witness account, secondhand to the CIA, with no instrumentation, no photograph, and no exact date beyond 'late summer 1973'.
