John Ramirez

CIA intelligence analyst (1984–2009) · former Chief of the ELINT Analysis Branch (ballistic missile defense) · Directorate of Science & Technology, Directorate of Intelligence and ODNI/National Counterproliferation Center · former US Navy Electronics Warfare Technician · George Washington University graduate

Biography

He spent 25 years at the CIA as a signals-intelligence (ELINT) analyst specializing in weapon-system radars, missile seekers and ballistic missile defense; he was Chief of the ELINT Analysis Branch, Chief of Base at an overseas technical-collection facility, and a founding member of the ODNI National Counterproliferation Center. Before the CIA he served in the US Navy as an Electronics Warfare Technician. Since ~2021 he has become a recurring public voice in the UAP disclosure ecosystem through podcasts and conferences, where he advances a thesis of 'disclosure controlled by the phenomenon itself' ('you guys don't control disclosure, they do'), describes an interagency 'orb working group' led by the NGA around 2003–04 with CIA/DIA/NSA participation, claims to have seen an operations manual for a reverse-engineered propulsion system, and posits a 2027 events horizon. RELIABILITY CAVEAT: his CIA career is documentable, but his claims about programs, reverse engineering, non-human DNA and the 2027 horizon are not corroborated by public documents and sit at the speculative end of insider testimony; the corpus records him as an ecosystem actor, not as an evidentiary source.
