Biography

Soviet astronomer and mathematician, Doctor of Science and docent of Cosmology at the Moscow Aviation Institute (MAI), author of more than forty popular astronomy books. He is regarded as the father of Soviet ufology: on November 10, 1967 he made a public appeal on USSR central television for sighting reports and co-organized the country's first officially approved UFO study group. During the era of the state SETKA program he was the civilian scientific figure who pushed for a systematic study of the phenomenon, in tension with institutional secrecy. He died in 1988.

SETKA Program · Soviet state UAP investigation (1978–1991)· 1978–91

Official Soviet program for investigating anomalous aerial phenomena, established in October 1978 following the 1977–78 sighting wave (particularly Petrozavodsk). It operated in two parallel branches: SETKA-AN within the Academy of Sciences and SETKA-MO within the Ministry of Defense, ordered by the Military-Industrial Commission. The IZMIRAN Institute for terrestrial magnetism and radio-wave propagation led the scientific coordination. For thirteen years (1978–1990/91) a standing order required every Soviet serviceman to report any anomalous phenomenon in writing — approximately three thousand reports were collected. It is the near-exact institutional parallel of Project Blue Book, executed outside the West and chronologically symmetric with the AAWSAP cycle that would come three decades later in the U.S.
