The crew described it as a possible missile launch and lost contact about two minutes later. The night in question
On 18 November 2016 a U.S. Navy P-8A Poseidon maritime patrol aircraft was operating over the Eastern Mediterranean on a surveillance mission tied to a carrier task group. During the patrol the aircraft's electro-optical and infrared sensor detected an unidentified low-flying object roughly 55 nautical miles northwest of Latakia, on the Syrian coast. The object was moving at approximately 500 knots — about 925 kilometres per hour — on a southeasterly heading, outbound from a known position, and the crew characterised it as being in "sea skim mode": the wave-hugging profile typical of an anti-ship missile in its cruise phase.
The mission report records that the crew read what they saw as a possible missile launch. The track was brief: the aircraft lost visual contact with the object some 40 nautical miles northwest of Latakia, roughly two minutes after the initial detection. There was no positive identification, no intercept and no approach toward the P-8A. The mission commander rated the interaction as safe, and the episode was closed in the same document that opened it.
The military context of that week is decisive for reading the report. Since September 2015 Russia had maintained an expeditionary force in Syria built around Hmeimim air base, a few kilometres southeast of Latakia, and the naval facility at Tartus. In October 2016 the carrier group of the Admiral Kuznetsov deployed to the Eastern Mediterranean, and by mid-November a renewed offensive was under way that included cruise-missile launches from ships and the deployment of coastal anti-ship systems along the Syrian shore — weapons whose terminal profile is precisely sea-skimming flight. The report says as much itself: although this was the first time a P-8 had observed possible missile activity in the Eastern Mediterranean, it was assessed as standard activity, consistent with what was already estimated for the region.
The document — a terse single mission-report sheet — stayed classified for eight years. It was declassified and published as DOW-UAP-D055 in the first tranche of the Presidential Unsealing and Reporting System for UAP Encounters, the programme under which the Department of War released hundreds of operational records connected to unidentified anomalous phenomena.

Why this case moved the needle
This case matters less for what the object may have been than for what it reveals about how catalogues of unidentified phenomena are built. The crew that reported it did not believe they were seeing anything exotic: they described a probable missile, and the chain of command filed it as normal regional activity. Even so, the report ended up eight years later in a declassification tranche dedicated to anomalous phenomena. The file shows that the institutional label attaches not only to the inexplicable, but to any contact that went without positive identification at the time — a far more porous boundary than public debate suggests.
It is also a clean example of how sensor-driven contemporary military observation has become. There was no witness looking out of a window: there was a track on an electro-optical and infrared sensor, an estimated speed, a heading, and a loss of contact two minutes later. The entire file fits inside those parameters. That thinness is the norm rather than the exception, and it explains why so many episodes stay unresolved: not because the evidence is extraordinary, but because it is sparse. A two-minute contact without positive identification is unresolvable by construction, whatever caused it.
Within the corpus partition, the case leans heavily on the other-state technology narrative — the class that contributes the least aggregate mass, despite being, in episodes like this one, the best-documented explanation. The context is explicit and verifiable: an active foreign military campaign a few tens of miles away, with deployed anti-ship weapons whose flight profile matches what was observed, and the command's own assessment pointing the same way. The residual uncertainty comes not from the conventional hypothesis being weak, but from the record being too brief to close it formally.
Finally, the case illustrates what the PURSUE programme actually released. The bulk of the material is not conclusive proof but routine operational records: terse, largely redacted reports documenting that something was reported and under what circumstances, without resolving its nature. Their value lies in provenance and pattern — these are primary military documents, not press accounts — and they make it possible to measure how often and in which theatres the operational chain raised such reports. Reading those tranches expecting revelations leads to disappointment; reading them as what they are, the administrative sediment of a sustained reporting practice, makes them far more informative.
