On September 20, 1977 between 04:00 and 04:20 Moscow time, thousands of witnesses in Petrozavodsk (capital of Karelia, USSR) and across Northern Europe (Finland, Estonia, Latvia) reported a luminous object described as a 'jellyfish' — a brilliant central structure with descending tentacles or beams of light. The phenomenon lasted approximately 20 visible minutes.
Unlike typical Soviet silence or denial, the TASS agency issued an official statement the following day acknowledging the phenomenon as an 'unidentified unusual atmospheric event'. This was extraordinary in the Soviet context — the first and practically only official public confirmation of a UAP event by TASS during the Soviet era.
The Politburo responded by ordering the creation of Project Setka ('The Network') in 1978 — a joint program of the Soviet Ministry of Defence and Academy of Sciences to investigate unidentified aerial phenomena. Setka operated until approximately 1991 (~13 years). Physicist Yuly Platov was one of the scientific leaders. The Setka archives were partially released in the 1990s — they include ~3,000 investigated reports, of which a significant fraction remains without conventional explanation.
