Part 01
The night in question
Between 21 and 31 December 1978, a sequence of sightings in the skies over New Zealand's South Island, particularly around the Kaikōura region, was recorded by commercial pilots, Wellington air traffic controllers, personnel linked to the RNZAF and, in its culminating episode, by an Australian television crew that flew specifically to document the phenomenon.
The initial phase occurred in the early morning of 21 December, when the crew of a Safe Air cargo Argosy, flying overnight newspaper-delivery routes, observed brilliant lights that seemed to accompany the aircraft. Wellington Air Traffic Control logged radar returns that, according to the controllers, correlated with the visual positions reported by the pilots. The string of reports drew international media interest.
The best-documented episode took place on the night of 30-31 December. A crew from Melbourne's Channel 0 / Network Ten —reporter Quentin Fogarty, cameraman David Crockett and sound recordist Ngaire Crockett— boarded an Argosy flight between Wellington and Christchurch intending to film background material for a report on the earlier sightings. During the flight they recorded several luminous objects on 16 mm color film while Wellington ATC reported coincident radar returns. The resulting footage is the only color-film record of such a case accompanied by simultaneous radar correlation reported by controllers.
The investigation passed through several filters. New Zealand's Ministry of Defence opened a file (reference AIR 1080/6/897 in the National Archives in Wellington). U.S. optical physicist Bruce Maccabee, of the Naval Surface Weapons Center, analyzed the film, traveled to New Zealand and Australia to interview the witnesses and estimated that one of the objects was very bright and of large apparent size, hard to attribute to plasma or ball lightning. An internal CIA memorandum, released years later via FOIA, described the material as notable among civilian UFO reports for its documentary evidence.
The official skeptical explanation was clear and must be stated fairly: the summary of the report released to the press in 1979 attributed the lights to 'natural but unusual atmospheric phenomena.' Specifically, DSIR analysts proposed that the lights seen from the Argosy corresponded to a fleet of about fifty Japanese squid boats working off the Banks Peninsula with powerful lamps, whose light would reflect off clouds or a thermal inversion layer, and that the brighter morning object was the planet Venus refracted in the atmosphere. The witnesses rejected these explanations: David Crockett tried focusing his camera on Venus and obtained only a tiny dot, nothing like what was filmed, and pilot Bill Startup objected that squid boats, Venus or harbor lights could not explain radar returns moving at about 140 knots. Maccabee also noted there was no record of squid boats being in the area that night. The debate between the prosaic-atmospheric reading and the anomalous one remains open.

Why this case moved the needle
It is one of the few UAP cases combining 16 mm color footage, testimony from commercial pilots and a press crew, and civilian radar returns reported simultaneously by Wellington controllers — a concurrence of evidence modalities no other case in the corpus replicates with the same documentary richness. The CIA's internal assessment, unusually positive for a civilian case given the agency's historical bias toward denial, reinforces its value as an anchor.
That said, calibration requires acknowledging that the case is analytically divided. The DSIR's prosaic-atmospheric explanation (squid boats, Venus, thermal inversion) has partial explanatory power: light reflected from powerful lamps and the refraction of bright planets are real mechanisms that have produced sightings elsewhere. Its weakness is the radar correlation: no squid boat or planet produces returns moving at 140 knots, and that is precisely the data point skeptics have not convincingly closed. Kaikōura therefore occupies a strong but inconclusive position: the film alone admits mundane interpretations, but the film + radar + professional witnesses combination raises the evidentiary bar above a purely visual sighting.
