Biography
Optical physicist (PhD, American University) who worked for decades for the U.S. Navy at the Naval Surface Warfare Center on optical data processing, lasers and missile defense. Outside his government work he specialized in the technical analysis of sighting photographs and films, applying photometry and geometric reconstruction to rule out artifacts, reflections and forgeries. Co-founder of the Fund for UFO Research. He is the analyst who studied the film of the Kaikōura sighting (New Zealand, 1978) and the data from the Japan Air Lines 1628 encounter (1986).

On 17 November 1986, the crew of Japan Airlines cargo flight 1628 tracked two luminous objects over Alaska for some 50 minutes, plus a third described as "twice the size of an aircraft carrier". FAA radar at Anchorage correlated the contacts, and the agency officially logged the event as "unidentified".
Kaikōura Lights· 1978
Between 21 and 31 December 1978, commercial pilots, Wellington controllers and an Australian TV crew recorded lights over New Zealand's South Island; the colour 16 mm footage was correlated simultaneously with civilian radar returns. The CIA called the case, in writing, "unique among civilian UFO reports".
