Part 01

The night in question

On November 17, 1986, Japan Airlines cargo flight 1628 (a Boeing 747-200F) was flying over eastern Alaska at 35,000 feet en route from Reykjavik to Anchorage carrying Beaujolais Nouveau wine. Captain Kenju Terauchi, first officer Takanori Tamefuji, and flight engineer Yoshio Tsukuba reported, shortly after 17:00 local time and already in full Arctic darkness, two small illuminated objects ahead of and below them that accompanied the aircraft for approximately 50 minutes.

The objects eventually moved to close range, with light arrays Terauchi compared to thruster nozzles, and later a third, enormous object — described by Terauchi as 'twice the size of an aircraft carrier' — appeared as a dark silhouette behind the aircraft. Anchorage Air Route Traffic Control Center (ARTCC) received intermittent returns on its radar and asked a nearby military C-130 and a United Airlines flight, both vectored toward the position, to confirm; neither reported seeing the object. The FAA cleared JAL 1628 to perform heading changes, descents, and a 360-degree turn to test whether the object followed; the contact persisted intermittently before fading near the Anchorage approach.

A point critical to interpretation is that the radar returns were ambiguous: the FAA, after reviewing the tapes, concluded the echoes could be attributed to 'split radar returns' from the aircraft itself or to clutter, and did not constitute unequivocal confirmation of a solid object. This is why the agency's final report, spokesman Paul Steucke of FAA Public Affairs, labeled the event 'unidentified' in the administrative sense, without asserting the physical reality of an object.

The dominant skeptical explanation was advanced by Philip J. Klass (Aviation Week, CSICOP): the two initial lights were bright stars or planets seen through intermittent clouds, and the 'mother object' was the planet Jupiter, which that night was about 10 degrees above the horizon and very bright, together with Mars; because Jupiter was low in the sky, it could appear to the pilot to be at his own altitude. Terauchi himself was temporarily removed from cockpit duty by the airline after giving public interviews — a fact skeptics read as a sign of the testimony's fragility and proponents as institutional pressure.

John Callahan, then Director of Accident, Evaluations and Investigations at the FAA, preserved the radar and voice tapes and presented the data at a meeting with representatives of the FAA, FBI, CIA, and the Reagan Administration. Decades later, Callahan testified under oath at the Citizen Hearing on Disclosure (2013), and earlier to the press, that a participant told them the meeting 'never happened' and that they 'were never there', describing it as an effort to contain the case's spread.

Why this case moved the needle

JAL 1628 is a high-tier case not because the object is inexplicable, but because of the unusual convergence of three elements that rarely coincide: sustained testimony from ATP-licensed professional pilots, an FAA ground radar record, and a senior agency official (Callahan) who preserved the primary evidence and documented the institutional response. The FAA labeled the event 'unidentified' — an administratively costly designation in civil aviation, where the normal pressure is toward closure.

Analytical honesty requires holding two things at once. First, that Klass's astronomical explanation (low, bright Jupiter and Mars, plus stars behind clouds) plausibly covers the two initial lights and possibly the silhouette, and that the radar returns were explained by the FAA itself as split echoes or clutter, not as hard confirmation of a solid object. In other words, the case's instrumented physical component is far weaker than the popular version suggests.

Second, that none of those reservations by itself accounts for a 50-minute sighting by an experienced crew that maneuvered deliberately to verify, nor the FAA's decision to file the case as unidentified rather than close it. The case's value lies above all in the procedural dimension: it shows how a civilian agency documented, escalated, and then — per Callahan — sought to contain a UAP event, anticipating the institutional-channeling pattern the corpus traces from the Bolender memo onward. The case's weight rests on testimony and institutional traceability, not on a conclusive sensor signature.
