Part 01

The night in question

During October 2001, hundreds of residents of the Chulucanas district (Piura region, northern Peru) reported a sustained wave of orange spherical objects maneuvering silently over the area's hills. Sightings repeated on consecutive nights. The most-cited episode occurred around October 13, 2001, when, during the procession of the Señor Cautivo de Ayabaca with hundreds of faithful in the streets, several witnesses —including a local cameraman— filmed a group of orange spheres positioning themselves over the crowd. In some shots, when people approached, the phenomenon appeared to react, which witnesses interpreted as interaction.

The distinctive feature of the case is the observed 'fission': the primary object would split into several smaller spheres that moved in coordinated patterns before recombining into a single body. This behavior repeated on multiple nights and was documented on more than one camera, including material gathered by national and international news crews (the Univision network covered the case).

The official investigation was conducted by the Peruvian Air Force through its anomalous-aerial-phenomena office —the **OIFAA** (Oficina de Investigación de Fenómenos Aéreos Anómalos), founded in December 2001 and later reorganized as **DIFAA** (Departamento de Investigación de Fenómenos Aéreos Anómalos). The lawyer and ufologist **Anthony Choy**, a member of that office, was the lead investigator: in February 2002 he traveled to Chulucanas as his first field destination and carried out an investigation of roughly three years on the case, collecting footage, interviewing witnesses and analyzing the audiovisual material. It was the first officially disclosed UFO investigation in the country, and the file was never closed with a conventional explanation.

Why this case moved the needle

It is one of the few UAP cases where a state maintained a dedicated government office (OIFAA/DIFAA inside the Peruvian Air Force), with assigned personnel, examining the same set of events over years. That places it in the small group of phenomena with sustained institutional backing outside the US/USSR axis, comparable to Argentina's CEFAe and France's GEIPAN/CNES program. The very existence of a Latin American military agency that treats the subject as a legitimate object of investigation —rather than as folklore to be debunked— is part of what the case contributes to the corpus: it documents a pattern of regional institutional coverage.

That said, editorial honesty requires marking the limits. The central evidentiary support is nighttime footage from civilian sources and the FAP office's 'unresolved' categorization, not an independent instrumental analysis with calibration of distance, size or speed. The fission-fusion behavior is genuinely hard to reconcile with a single material platform, but it is also compatible with groups of lights (flares, lit balloons, sky lanterns known in the region during festivities) whose apparent motion and 'separation' can be artifacts of perspective and a handheld camera. The case's value therefore lies more in the solidity of the institutional process than in a conclusion about the nature of the object: a validation of method, not proof of anomalous origin. The corpus's relatively high probability (72%) rests on the multi-night repetition and the agency's backing, not on conclusive instrumental evidence. Two contextual facts deserve emphasis. First, the case is foundational for the Peruvian program: Chulucanas was the first field destination of the FAP's anomalous-phenomena office and the first officially disclosed UFO investigation in the country, which gives it institutional weight beyond the footage itself — it is the case that established a permanent state investigative function. Second, the multi-witness, multi-camera, multi-night character is genuinely uncommon: most high-profile sightings are single events captured by a single observer, whereas Chulucanas was a sustained wave documented by civilians, local authorities and news crews across consecutive nights. That breadth is what the corpus weighs, even as it withholds judgment on the lights' nature. The honest summary is that Chulucanas is strong on institutional process and observational breadth and weak on instrumental rigor — a profile that justifies a relatively high but explicitly non-confirmatory probability.
