Biography
Commander (ret.) of the Peruvian Air Force, pilot and radar-operation specialist (trained in the then-USSR). He founded and directed OIFAA (Office for the Investigation of Anomalous Aerial Phenomena), the FAP's official unit for assessing reports of unidentified aerial phenomena —reopened in 2013 as DIFAA. Under his leadership the office investigated cases such as the Chulucanas wave (2002) and the Pucallpa 'lights' (2008). He is the military, institutional face of official Peruvian ufology.

The Peruvian Air Force's Office for the Investigation of Anomalous Aerial Phenomena (OIFAA) was created in 2001 by internal ordinance 55, attached to DINAE, with Commander Julio Chamorro as its first head. It took testimony through a 17-page questionnaire and investigated the Chulucanas wave, on which a classified 84-page report was presented to the high command on November 19, 2002, never published. In 2004 its computers, holding much of its files, were stolen; it was closed for years and relaunched in October 2013 as DIFAA, with a civilian advisory council. In 2019 the FAP denied in a statement that it had confirmed UFOs over Lima: there were only reports sent for DIFAA to investigate.
