Abogado y periodista de investigación limeño (n. 1961). Cuando la Fuerza Aérea del Perú creó la OIFAA (Oficina de Investigación de Fenómenos Aéreos Anómalos) a fines de 2001, Choy fue convocado como su investigador civil. En febrero de 2002 encabezó la pesquisa oficial de la oleada de Chulucanas (Piura) —la primera investigación estatal de OVNIs revelada del país—. Más tarde fundó el grupo Proyecto 33 y dirigió la Asociación Peruana de Ufología (APU, 2012), que impulsa la desclasificación de archivos del Estado.Lawyer and investigative journalist from Lima (b. 1961). When the Peruvian Air Force created OIFAA (Office for the Investigation of Anomalous Aerial Phenomena) in late 2001, Choy was brought in as its civilian investigator. In February 2002 he led the official inquiry into the Chulucanas wave (Piura) —the country's first publicly revealed state UFO investigation. He later founded the Proyecto 33 group and directed the Peruvian Association of Ufology (APU, 2012), which pushes for the declassification of state archives.

El 27 de febrero de 2019, hacia la 01:30, las tripulaciones de dos vuelos comerciales (LANPERÚ 2437 y LATAM ECUADOR 1442) que esperaban para despegar del aeropuerto Jorge Chávez de Lima observaron dos objetos muy luminosos sobre el mar, a unas 5 millas náuticas y ~2.400 m de altura. El episodio duró unos 40 minutos, fue corroborado con la torre de control y quedó registrado en el radar de CORPAC. La DIFAA de la Fuerza Aérea investigó el caso y su director confirmó que hubo dos objetos con lectura de radar; su naturaleza quedó sin determinar.On 27 February 2019, around 1:30 AM, the crews of two commercial flights (LANPERÚ 2437 and LATAM ECUADOR 1442) waiting to take off from Lima's Jorge Chávez airport observed two very luminous objects over the sea, about 5 nautical miles out and ~2,400 m high. The episode lasted around 40 minutes, was corroborated with the control tower and was recorded on CORPAC radar. The Air Force's DIFAA investigated the case and its director confirmed there were two objects with a radar reading; their nature was left undetermined.
