Biography
Lawyer and investigative journalist from Lima (b. 1961). When the Peruvian Air Force created OIFAA (Office for the Investigation of Anomalous Aerial Phenomena) in late 2001, Choy was brought in as its civilian investigator. In February 2002 he led the official inquiry into the Chulucanas wave (Piura) —the country's first publicly revealed state UFO investigation. He later founded the Proyecto 33 group and directed the Peruvian Association of Ufology (APU, 2012), which pushes for the declassification of state archives.

In October 2001, hundreds of residents of the Chulucanas district (Piura, northern Peru) reported a wave of orange spheres maneuvering silently, splitting into smaller spheres and recombining; the Peruvian Air Force's Department for the Investigation of Anomalous Aerial Phenomena (DIFAA) opened an official study.

The Peruvian Air Force's official office for anomalous aerial phenomena: born in the late 1990s as OIFAA (driven by Commander Julio Chamorro), formalized as DIFAA (Department for the Investigation of Anomalous Aerial Phenomena) in 2001, closed in 2005 for budget reasons and reactivated in October 2013. It investigated cases such as the Chulucanas wave (2002), the Pucallpa 'lights' (2008) and the radar double sighting off Lima airport (2019). On 27 February 2019, around 1:30 AM, the crews of two commercial flights (LANPERÚ 2437 and LATAM ECUADOR 1442) waiting to take off from Lima's Jorge Chávez airport observed two very luminous objects over the sea, about 5 nautical miles out and ~2,400 m high. The episode lasted around 40 minutes, was corroborated with the control tower and was recorded on CORPAC radar. The Air Force's DIFAA investigated the case and its director confirmed there were two objects with a radar reading; their nature was left undetermined.
