Before dawn on 19 September 1976, two Imperial Iranian Air Force F-4 Phantoms tried to intercept a luminous object over Tehran; both lost communications and weapons systems on approach, recovering them as they pulled away. The U.S. Defense Intelligence Agency officially validated the case from multi-sensor data.

Strong evidence: instrumental sensor record + multiple witnesses (typically military). Three independent axes: the «tier» measures the strength of the evidence; the «probability» estimates how genuinely unexplained the case is —a natural phenomenon can remain unexplained, so it does not equal «non-prosaic»—; and the partition of explanations (below) says what it most plausibly was. Part 01

The night in question

Just after midnight on September 19, 1976, air traffic control at Mehrabad airport received four calls from civilians in northern Tehran describing an extraordinarily bright light, likened to a star but far larger, that changed color and moved erratically. The shift supervisor, Hossein Pirouzi, observed the object and notified Imperial Iranian Air Force command. General Yousefi, chief of operations, confirmed the sighting from his own home and ordered an interception.

A first F-4 Phantom II took off from Shahrokhi Air Base (Hamadan) around 1:30 AM. As it approached the object, at a distance of about 40 kilometers, its communications and part of the cockpit instrumentation failed simultaneously; the pilot lost contact with base and broke off the intercept. The systems recovered once the aircraft pulled away.

A second F-4, piloted by then-Major Parviz Jafari with Lieutenant Jalal Damirian as weapons officer, was launched next. Jafari achieved a radar lock at 27 nautical miles; the return was, according to controllers, comparable in size to a Boeing 707. When a smaller, luminous secondary object detached from the primary and moved toward the fighter, Jafari attempted to fire an AIM-9 missile; at that instant the weapons system and all UHF and intercom communications went dead. As he maneuvered away, the systems came back online. The secondary object returned to the primary, and then a third object descended and, per the report, appeared to land softly on the ground near the Rey area. At dawn a crew examined the overflown area without finding any physical remains.

The report was processed by the U.S. Defense Intelligence Agency as Defense Information Report DI-1696-0379-76, drafted by Lieutenant Colonel Olin Mooy of the Air Force section of the U.S. military mission in Iran (MAAG). The document, later declassified via FOIA, was distributed to the White House, the Secretary of State, the Joint Chiefs of Staff, the NSA, and the CIA. On the attached evaluation (DIA Form 1396), the analyst checked the highest information-quality boxes available on the form, noting that this was 'an outstanding report.'

Part 02

Why this case moved the needle

It is one of the few cases with explicit institutional validation by a U.S. intelligence agency, based on multi-sensor data: ground radar, air-to-air radar, cockpit instrumentation, and the convergent testimony of several military officers (the Mehrabad controllers, General Yousefi, and the crews of both fighters). The feature most resistant to mundane explanation is the electromagnetic interference: two different aircraft lost communications and, in the second case, the weapons system, in correlation with proximity to the object, and both recovered their systems on withdrawal. A spontaneous technical fault selectively affecting communications and weapons on two independent aircraft, and reversing with distance, is statistically improbable.

Analytical honesty requires presenting the strongest skeptical explanation. Researcher Philip J. Klass argued that the initial luminous object may have been the planet Jupiter, which shone brightly over Tehran in September 1976, and that the instrumentation failures were genuine technical faults in poorly maintained F-4s, with no causal link to the light. Critics of Klass's argument have objected that his reading ignores the testimony of the controllers and of General Yousefi, and that it confuses the sequence of failures across the two aircraft. Jafari himself has maintained publicly, including at press conferences in 2007, that what he chased was not an astronomical body. The tension between a partial but plausible explanation (Jupiter plus coincidental mechanical faults) and a body of coherent testimony that this explanation does not exhaust is precisely what sustains the case's interest: no single mundane hypothesis simultaneously covers the visual sighting, the radar lock, the sub-objects, and the synchronized system loss.
