COMETA (Comité d'Études Approfondies) fue un grupo independiente de oficiales militares franceses retirados de alto rango y expertos aeroespaciales, muchos de ellos antiguos auditores del Institut des hautes études de défense nationale (IHEDN), el centro de estudios estratégicos de Francia adscrito al primer ministro. El comité estuvo presidido por el General de aviación retirado Denis Letty, e integró a figuras como el General Bruno Lebeau y a especialistas del sector aeroespacial y científico. A partir de ahí, recomendó a Francia y a los gobiernos aliados reforzar la recolección y el análisis de datos, coordinar a nivel europeo, sensibilizar a los actores institucionales y prepararse para la posibilidad —incluyendo una reflexión explícita sobre las implicaciones para Estados Unidos y la cooperación occidental.

Es importante encuadrar correctamente qué es y qué no es este documento. No es un informe del gobierno francés ni una posición oficial del Ministerio de Defensa: es la opinión analítica de un grupo de ex-oficiales y expertos actuando a título privado, aunque con un prestigio y un acceso al lenguaje de la defensa poco habituales en la literatura OVNI. Por eso entra al corpus como documento de análisis experto, con su conclusión ETH ponderada como tal —juicio calificado sobre casos ya conocidos, no evidencia primaria nueva.

COMETA (Comité d'Études Approfondies) was an independent group of high-ranking retired French military officers and aerospace experts, many of them former auditors of the Institut des hautes études de défense nationale (IHEDN), France's strategic studies center attached to the prime minister. The committee was chaired by retired Air Force General Denis Letty and included figures such as General Bruno Lebeau and specialists from the aerospace and scientific sectors. On 16 July 1999 they published —first in the magazine VSD and then as a report— 'Les OVNI et la Défense: à quoi doit-on se préparer?' ('UFOs and Defence: what should we be prepared for?'), a document of around 90 pages.

The report's methodology was to review a selection of cases —prioritizing those backed by radar, military intercepts and qualified witnesses such as pilots, and including well-documented French and international files— and apply a process of ruling out conventional explanations. COMETA concluded that roughly 5% of the cases studied remained genuinely inexplicable after that filter, and that, for that residue, the extraterrestrial hypothesis (ETH) was the most rational explanation available. In its strongest wording, the report went so far as to state that the physical reality of objects under intelligent control was 'quasi-certain'. From there, it recommended France and allied governments strengthen data collection and analysis, coordinate at the European level, sensitize institutional actors and prepare for the possibility —including an explicit reflection on the implications for the United States and Western cooperation.

It is important to frame correctly what this document is and is not. It is not a French government report nor an official position of the Ministry of Defence: it is the analytical opinion of a group of ex-officers and experts acting in a private capacity, though with a prestige and command of defence language uncommon in UFO literature. It therefore enters the corpus as an expert-analysis document, with its ETH conclusion weighted as such —a qualified judgment on already-known cases, not new primary evidence.

Es el contrapeso pro-ETH a los informes escépticos oficiales (Condon en 1968, AARO en 2024): un grupo de generales y expertos aeroespaciales franceses, con credenciales de defensa, llegó por escrito a la conclusión opuesta. Su valor para el corpus es que eleva la ETH desde el folklore al lenguaje del análisis de defensa serio, y que lo hace desde una tradición —la francesa, con GEPAN/GEIPAN como oficina estatal real dentro del CNES— donde el Estado nunca trató el tema como tabú absoluto. En ese sentido COMETA no es un panfleto: es lo más cerca que la ETH ha estado de una sala de oficiales de alto rango razonando con su propio aparato conceptual.

Su límite, sin embargo, es estructural y debe declararse con la misma firmeza. Primero, la metodología: el salto de "no encontramos explicación convencional" a "la mejor hipótesis es extraterrestre" es un argumento por descarte, no por evidencia positiva, y la crítica escéptica (recogida por ejemplo en RationalWiki y en revisiones del caso) señala que el residuo "inexplicable" depende enteramente de cuán exhaustivo fue el descarte sobre casos antiguos y de segunda mano. Por eso el caso pesa de forma contenida: vale como opinión calificada que mantiene la narrativa no-humana sobre la mesa —y que documenta que figuras serias de defensa la han tomado en serio—, no como un dato que la confirme. Tier A por la solidez documental del informe y el rango verificable de sus autores, no por la fuerza de su conclusión.

It is the pro-ETH counterweight to the official skeptical reports (Condon in 1968, AARO in 2024): a group of French generals and aerospace experts, with defence credentials, reached the opposite conclusion in writing. Its value to the corpus is that it lifts the ETH from folklore into the language of serious defence analysis, and that it does so from a tradition —the French one, with GEPAN/GEIPAN as a real state office inside the CNES— where the state never treated the subject as an absolute taboo. In that sense COMETA is no pamphlet: it is the closest the ETH has come to a room of senior officers reasoning with their own conceptual apparatus.

Its limit, however, is structural and must be stated with equal firmness. First, the methodology: the jump from 'we found no conventional explanation' to 'the best hypothesis is extraterrestrial' is an argument from elimination, not from positive evidence, and the skeptical critique (collected for instance in RationalWiki and case reviews) notes that the 'inexplicable' residue depends entirely on how exhaustive the elimination was over old, second-hand cases. Second, the status: it is not a government document, and the claim that the reality of craft under intelligent control is 'quasi-certain' exceeds what COMETA's own material rigorously supports. Hence the case weighs in a contained way: it counts as qualified opinion that keeps the non-human narrative on the table —and documents that serious defence figures have taken it seriously— not as data that confirms it. Tier A for the report's documentary solidity and the verifiable standing of its authors, not for the strength of its conclusion.
