Following a clause inserted into the 2021 Intelligence Authorization Act requiring the executive branch to report what it knew, the Office of the Director of National Intelligence (ODNI), together with the Pentagon's UAP Task Force, delivered to Congress on June 25, 2021 a nine-page unclassified report: 'Preliminary Assessment: Unidentified Aerial Phenomena'. It was the first public, systematic acknowledgment by the modern U.S. government that the phenomenon is a legitimate intelligence problem and not a matter of folklore. The document came after the 2020 validation of the three Navy videos (FLIR1, Gimbal, GoFast) and years of Senate pressure.

The report analyzed 144 UAP reports originating from government sources —the great majority observations by Navy pilots and systems— between 2004 and 2021. Of these, only one was confidently resolved, identified as a large deflating balloon; the remaining 143 were left unexplained, a result the report explicitly attributed to insufficient data rather than a conclusion about their nature. It noted that a subset exhibited unusual flight characteristics —apparent movement without visible means of propulsion, the ability to remain stationary against strong high-altitude winds— requiring further analysis, while cautioning that some of those observations could stem from sensor errors or perceptual effects.

It listed five potential explanatory categories into which the cases might fall once analyzed with more data: airborne clutter (birds, balloons, recreational drones, bags), natural atmospheric phenomena (ice crystals, moisture, thermal fluctuations that fool radar and infrared), U.S. or industry developmental programs, foreign adversary systems (Chinese or Russian technology), and an 'other' bin reserved for what current knowledge could not classify. It neither asserted nor ruled out extraterrestrial origin. The report itself devoted space to data limitations: sociocultural stigma that inhibits reporting, poor sensor calibration, the absence of simultaneous measurements for triangulation, and the lack of a baseline distinguishing normal from anomalous. Its value is procedural and framing: it established the institutional baseline on which AARO, the congressional hearings and the later disclosure cycle were built.

Un caso 'sin resolver' por mala calibración de sensor no es lo mismo que un caso anómalo.

Pero el documento sí erosiona la lectura escéptica fuerte de que 'todo es identificación errónea trivial'. Si lo fuera, la comunidad de inteligencia —con acceso a datos clasificados, radar y testimonio de pilotos entrenados— habría cerrado muchos más de los 144 como pájaros, globos o reflejos. Que no pudiera hacerlo indica, como mínimo, que el aparato carece de los datos para descartar, lo cual es en sí mismo un hallazgo institucional. Su agnosticismo deliberado —cinco categorías abiertas, ninguna conclusión cerrada, y una lista honesta de las limitaciones de los datos— es exactamente el patrón institucional que el corpus rastrea: el Estado reconoce el problema sin afirmar su naturaleza. It is the founding document of the modern UAP cycle: the first official public acknowledgment that the U.S. government cannot explain most of its own UAP reports, collected by its own sensors and its own personnel. The hard datum —143 of 144 unresolved— proves nothing exotic, and it is worth being strict about this: the report itself attributes it to insufficient data, not to an intrinsic strangeness of the objects. A case 'unresolved' due to poor sensor calibration is not the same as an anomalous case.

But the document does erode the strong skeptical reading that 'it's all trivial misidentification'. If it were, the intelligence community —with access to classified data, radar and the testimony of trained pilots— would have closed many more of the 144 as birds, balloons or reflections. That it could not do so indicates, at minimum, that the apparatus lacks the data to rule out, which is itself an institutional finding. Its deliberate agnosticism —five open categories, no closed conclusion, and an honest list of the data's limitations— is exactly the institutional pattern the corpus tracks: the state acknowledges the problem without asserting its nature. Tier A for documentary solidity and institutional impact (it created AARO and the hearing cycle), not for evidential strength about the nature of the phenomenon, which the report is careful not to establish.
