Biography
The highest-ranking government official in the world to publicly state that extraterrestrials exist and visit Earth. A long-serving Canadian Liberal politician —he led the unification of the Armed Forces as Defence Minister in the 1960s— from 2005 until his death he maintained at symposia, hearings, and interviews that the military-industrial complex conceals recovered craft, going so far as to name alleged species and alien 'federations'. His singularity is the declarant's rank; his limit, that he never displayed a single document and that his specific cosmology belongs to the contactee tradition, not to institutional evidence.

The report "Management of Public Reporting of Unidentified Aerial Phenomena in Canada", by the Office of the Chief Science Advisor of Canada, headed by Mona Nemer, as part of the Sky Canada Project launched in 2022; a preview version appeared in January 2025 and the full report in mid-2025.
