Biography

A behind-the-scenes architect of the legislative oversight of the phenomenon: for nearly four decades he was one of the Senate's lead staffers on UAP, drafting and sustaining oversight mechanisms from within the committee machinery. Retired in 2024, he became a public advocate for declassification (with Coulthart, the New Paradigm Institute, forums). He is the archetype of the credible institutional insider: unlike the craft-and-bodies claimants, his public concern is secrecy and process —that society may lose the benefits of an 'exotic science' if concealment continues—, a more measured stance that, now as an advocate, remains assertion rather than evidence.

UAP Disclosure Act 2025 (S.Amdt.3111)

Amendment S.Amdt.3111 to the NDAA S.2296 (fiscal year 2026), reintroduced in 2025 by Senators Chuck Schumer, Mike Rounds and Kirsten Gillibrand, cosponsored by Marco Rubio, Todd Young and Martin Heinrich, as a continuation of the UAP Disclosure Act first filed in 2023. Modeled on the 1992 JFK Assassination Records Collection Act, it creates a Records Review Board of nine presidentially appointed citizens to identify, review and declassify UAP records held by federal agencies. The 2023 version included an eminent domain clause over UAP material in private hands, removed in conference with the House; the 2025 version modified that language. It is primary legislative text, but pending legislation: not evidence of the phenomenon nor an actual disclosure.
