Karl E. Nell (n. 1969) es un coronel retirado del Ejército de Estados Unidos cuya trayectoria combina el mundo militar, el de los grandes contratistas de defensa y, en los últimos años, la primera línea de la divulgación UAP. Su carrera incluye puestos en Lockheed Martin, Northrop Grumman y el Army Futures Command, y —el dato que le da peso institucional— se desempeñó como Director del Ejército para el Unidentified Anomalous Phenomena Task Force (UAPTF) hasta 2022. No es, por tanto, un aficionado externo: es un oficial con acceso documentado al esfuerzo del Pentágono sobre el fenómeno, lo que convierte sus afirmaciones en relevantes incluso para quien las mire con escepticismo.

Su nombre se hizo público sobre todo por dos vías. La primera es legislativa: Nell estuvo asociado como asesor a la redacción de la Ley de Divulgación de UAP impulsada en 2023 por los senadores Chuck Schumer y Mike Rounds —el texto que introdujo en el derecho estadounidense definiciones formales de «inteligencia no humana», «programas heredados» (legacy programs) y un mecanismo de dominio eminente sobre materiales y tecnologías de origen no humano recuperados—. En noviembre de 2023 expuso ante un simposio de la Universidad de Stanford cómo el consejo de revisión previsto por esa ley podría guiar al presidente para revelar metódicamente la existencia de inteligencia no humana. La segunda vía es su declaración pública más citada: en la conferencia SALT de mayo de 2024 afirmó que «la inteligencia no humana existe, ha estado interactuando con la humanidad, esa interacción no es nueva y sigue en curso», y al preguntársele su grado de confianza respondió «cero duda».

Esa frontalidad es justamente lo que sitúa a Nell en el centro del problema epistémico de la divulgación. Por un lado, es un testigo de credenciales verificables —sus cargos, su paso por el UAPTF y su rol en torno a la ley son hechos públicos—. Por otro, sus afirmaciones extraordinarias («cero duda» sobre inteligencia no humana en interacción con la humanidad) se sostienen, ante el público, en su propia palabra: no van acompañadas de documentos desclasificados, materiales ni datos que un tercero pueda auditar. Es el mismo patrón de los testimonios de alto rango del ciclo 2023–2025 (Grusch, Elizondo): credibilidad institucional alta, evidencia pública nula. Su confianza puede reflejar acceso a información clasificada real o una lectura sobreinterpretada de fuentes secundarias; desde fuera no es posible distinguir ambas.

Para el mapa de UAP Codex, Nell es un nodo institucional del ecosistema de divulgación más que una fuente de evidencia. Integró —y en marzo de 2025 dejó— el consejo de la UAP Disclosure Fund, una de las estructuras civiles que empujan la agenda. Su importancia no está en haber probado nada, sino en encarnar la pregunta que define este ciclo: qué hacer, analíticamente, con la palabra concordante de varios oficiales con credenciales reales que afirman lo mismo sin aportar la pieza que lo zanjaría. Tratarlo en serio no es creerle; es registrar que un coronel con acceso al programa puso «inteligencia no humana» en el acta pública con su nombre, y pesar esa afirmación junto a su ausencia de respaldo verificable.

His name became public mainly through two channels. The first is legislative: Nell was associated as an advisor with the drafting of the UAP Disclosure Act pushed in 2023 by Senators Chuck Schumer and Mike Rounds —the text that introduced into U.S. law formal definitions of «non-human intelligence», «legacy programs» and an eminent-domain mechanism over recovered non-human materials and technologies. In November 2023 he briefed a Stanford University symposium on how the review board envisaged by that law might guide the president in methodically revealing the existence of non-human intelligence. The second channel is his most-cited public statement: at the SALT conference in May 2024 he asserted that «non-human intelligence exists, has been interacting with humanity, this interaction is not new and is ongoing», and when asked his confidence level replied «zero doubt».

That frontal stance is exactly what places Nell at the centre of disclosure's epistemic problem. On one hand, he is a witness with verifiable credentials —his posts, his time at the UAPTF and his role around the law are public facts. On the other, his extraordinary claims («zero doubt» about non-human intelligence interacting with humanity) rest, before the public, on his own word: they come with no declassified documents, materials or data a third party can audit. It is the same pattern as the high-ranking testimonies of the 2023–2025 cycle (Grusch, Elizondo): high institutional credibility, zero public evidence. His confidence may reflect access to real classified information or an over-read of secondary sources; from the outside the two cannot be told apart.

For the UAP Codex map, Nell is an institutional node of the disclosure ecosystem rather than a source of evidence. He joined —and in March 2025 left— the board of the UAP Disclosure Fund, one of the civilian structures pushing the agenda. His importance lies not in having proven anything, but in embodying the question that defines this cycle: what to do, analytically, with the concordant word of several officials with real credentials who assert the same thing without providing the piece that would settle it. Taking him seriously is not believing him; it is recording that a colonel with access to the program put «non-human intelligence» on the public record under his own name, and weighing that claim alongside its absence of verifiable backing.
