On 4 September 1971, a Costa Rican National Geographic Institute mapping camera, on a survey flight over Lake Cote, automatically captured a roughly 100-meter metallic disc on a single negative of the sequence. Its government chain of custody and peer-reviewed analysis (Haines, NASA-Ames) rank it among the best photographic evidence in the corpus.

The night in question
On September 4, 1971, around 08:25, an aircraft of Costa Rica's National Geographic Institute (IGN) was flying at about 10,000 feet (near 3,000 meters) over Lago de Cote, in the Arenal-Tilarán region, carrying out an aerial photogrammetric survey tied to the studies for the Costa Rican Electricity Institute's (ICE) Arenal hydroelectric project. The IGN's mapping camera — a large-format system producing 23×23 cm negatives at regular automatic intervals — recorded the terrain frame by frame for the map survey.
In one of those negatives, over the lake surface, a circular object of metallic appearance appears, its diameter, estimated by photogrammetric scale, put at some tens of meters (popular references often cite up to around 100 meters). The object shows a disc shape with a defined edge and a brightness consistent with a reflective surface. What gives the case its force is that this was an automatic camera firing at fixed intervals during a routine state operation: no one was looking for an object, and the negative became part of an institutional sequence with chain of custody.
The original negative was preserved in the IGN archive. Dr. Richard F. Haines, a retired NASA-Ames scientist, together with Jacques Vallée, analyzed the material and published a study in the Journal of Scientific Exploration (1990) examining its authenticity. Editorial honesty requires noting that this same technical analysis opened, rather than closed, a weighty mundane hypothesis. Part of the discussion — including what Haines himself documented — holds that the image could be an emulsion artifact: specifically a 'pressure mark', that is, a deformation or dent in the negative able to produce an oval blotch perceived as a solid object. This hypothesis was limited by restricted access to the original negative for direct physical inspection of the emulsion; without that inspection, the pressure mark could not be definitively confirmed or ruled out against a real object. The inconsistent shadow patterns flagged by some analysts have been used to argue for the artifact; defenders of its authenticity hold that the edge sharpness and geometry favor a physical object.

Why this case moved the needle
It is likely the best photographic evidence in the Latin American corpus for its origin, not for its certainty: a governmental mapping camera, firing automatically during a routine operation, with institutional chain of custody and no human witness who could have biased the report. That unsought instrumental provenance is exactly what sets it apart from the vast majority of UAP photos, almost always taken by someone already looking at the sky.
Calibration, however, must resist reading 'best photo in the corpus' as 'proven photo'. Haines's analysis does not authenticate the object as a craft: it examines the image and leaves open a serious mundane explanation — the pressure mark in the emulsion — that could only have been settled by direct physical inspection of the original negative, access that was not conclusively obtained. The case is therefore strong in provenance and chain of custody, and genuinely indeterminate as to the nature of what was photographed. That is why the corpus weighs it as modest support and records the weakening of the natural hypothesis only insofar as the analysis rules out montage, double exposure or manipulation, without being able to rule out the emulsion artifact. Holding that distinction — impeccable origin, unresolved content — is what keeps a valuable image from being turned into proof it is not.
