PURSUE released, in its third tranche (Release 03, June 12, 2026), four documents that rarely star in the UFO conversation but explain it better than many sightings: the paperwork. They are administrative records showing the phenomenon's 'long tail' —how the U.S. state apparatus received, referred, filed and answered citizen interest in 'flying discs' over half a century.

The oldest, FBI-UAP-D011 (1949), is a correspondence referral: the routine mechanism by which the FBI forwarded to another agency —typically the Air Force— the UFO letters and reports it received, after the Bureau withdrew from active investigation in late 1947. That withdrawal has its own documented history: the Bureau had agreed in July 1947, at the Air Force's request, to help investigate 'flying disc' reports, and J. Edgar Hoover cancelled the arrangement a few months later, irritated because —per the internal correspondence in the FBI's own central file— the Air Force referred the trivial cases to the Bureau while keeping the substantive ones for itself. The 1949 referral is that policy already settled, exhibited in the act: a procedural document, not a content one, that illustrates the resulting institutional posture — record and refer, do not investigate.

The two field files broaden the time scale. FBI-UAP-D012 gathers the material of the FBI's Newark field office between 1952 and 1967: fifteen years of local reports, clippings and inquiries the office filed. FBI-UAP-D013 documents the FBI's 'investigation' of UFOs in Washington State between 1952 and 1960 —the region where Kenneth Arnold had detonated the saucer era in 1947. Neither contains a resolving case; they are the bureaucratic sedimentation of a decade and a half of public concern processed as office routine.

The fourth document jumps agency and era: USG-UAP-D001 is a 1998 file of correspondence among Congress, the White House and citizens about UFOs. It shows the other channel by which the topic moves through the state —not the investigative one, but the political-representative one: the constituent who writes to their congressman, the congressman who relays the inquiry to the executive, the formal reply. It is the 1990s version of the same administrative phenomenon the FBI files capture in the 1950s.

The calibrated reading is the simplest in the corpus: these four documents provide no evidence of anything anomalous, and do not claim to. Their value is to show the institutional underside —the flow of paper— that surrounded the phenomenon for fifty years, a reminder that most of the U.S. government's 'UFO file' is not stored evidence, but accumulated administration.

The set matters as a counterweight. UFO literature tends to treat the thickness of government files as if it were the weight of their evidence: 'the FBI has files', 'Congress took an interest'. These four documents show what is actually in that mass —referrals, filing of citizen reports, political correspondence— and the answer is: administration, not proof. Having them in the corpus lets that reality be cited at the source.

Their second function is to complete the institutional map. Together with the files already incorporated (the FBI's central 62-HQ-83894 file, the DoW's early studies, the CIA's historical archive), these field-office and political-correspondence records close the picture of how the U.S. state handled the phenomenon at every level —central and local, investigative and representative, from 1949 to 1998. It is texture, not evidence, and the corpus frames them exactly that way.
