Biography

He served 32 years in the U.S. Navy as a meteorology and oceanography officer, retiring as Oceanographer of the Navy (2017); he then was Assistant Secretary of Commerce for Oceans and Atmosphere and Acting NOAA Administrator (2017–2021). He gained prominence by revealing a classified 2015 email ('URGENT SAFETY OF FLIGHT ISSUE') from Fleet Forces Command warning of near-midair collisions with an object and referencing the 'Go Fast' video; the email vanished from all accounts the next day. He testified before House Oversight on November 13, 2024. He is the leading voice insisting on the transmedium and oceanic dimension of the phenomenon (unidentified submersible objects).
