Biography
The foundational political actor of the modern disclosure cycle. In 2007, together with senators Ted Stevens and Daniel Inouye, he arranged the funding (~$22 million) for AAWSAP, the DIA program run through Robert Bigelow's company (BAASS) that investigated the phenomenon and the Skinwalker Ranch. Without that budgetary maneuver there would have been no AATIP, no 2017 leaks and little of the institutional apparatus that followed. He maintained until his death that the topic deserved serious study.
