The institutional story begins in 1994 when the Sherman family, owners of a 200-acre ranch in the Uintah Basin (Utah), report a disorienting sequence of phenomena: lights in the sky, cattle mutilations with 'clean' cuts, anomalous creatures, poltergeist activity and microwave-like experiences. Las Vegas journalist George Knapp publishes the first press series in 1996 and connects the Shermans with entrepreneur Robert Bigelow, who buys the ranch the same year for roughly USD 200,000 and sets up the National Institute for Discovery Science (NIDS, 1995–2004) with scientists like biochemist Colm Kelleher and astrophysicist Eric Davis. NIDS installs continuous surveillance for a decade but produces no peer-reviewed paper, and Bigelow shuts it down in 2004 citing methodological exhaustion.

In September 2008 the Department of Defense awards Bigelow Aerospace Advanced Space Studies (BAASS) a sole-source contract for USD 10 million —later extended to about 22 million— through the Defense Intelligence Agency. The formal program is called the Advanced Aerospace Weapon System Applications Program (AAWSAP); its DIA owner is Dr. James Lacatski, and its stated mandate is to study advanced aerospace threats with non-conventional propulsion and signatures. The main field site is Skinwalker Ranch: BAASS installs scientific instrumentation and a permanent team that documents incidents, gathers testimony and produces 38 Defense Intelligence Reference Documents (DIRDs) on warp drive, metric engineering, negative energy, biological effects of UAPs on witnesses, antimatter propulsion, metamaterials and communication with anomalous intelligences. AAWSAP transitions in 2010 to a narrower program called AATIP, managed inside the Pentagon by Luis Elizondo between 2010 and 2017.

The program becomes public on December 16, 2017 when the New York Times publishes Helene Cooper, Ralph Blumenthal and Leslie Kean's investigation revealing AATIP and the military videos Tic Tac, GIMBAL and GOFAST. Between 2018 and 2020 the 38 DIRDs are partially declassified via FOIA by John Greenewald (The Black Vault). In 2021 Lacatski, Kelleher and Knapp publish 'Skinwalkers at the Pentagon' telling the program from inside. In 2022 the Pentagon creates AARO (All-domain Anomaly Resolution Office), inheriting archive and mandate. In March 2024 AARO publishes the Historical Record Report (Volume 1), which explicitly reviews AAWSAP/AATIP and concludes —disputed by several participants— that it found no evidence of non-human technology or reverse-engineering programs. By 2024 multiple former AAWSAP/AATIP participants testify under declaration in congressional hearings, and the ranch continues documented in a History Channel series that reports anomalous incidents in real time with third-party instrumentation.

It is worth looking closely at what those campaigns did on the ground, because the experiments themselves carry a separate lesson. NIDS measured around the clock with cameras, dosimeters and magnetometers and even tried to 'provoke' the phenomenon with deliberate stimuli, but closed in 2004 without a single peer-reviewed paper —the phenomenon seemed to evade the camera pointed at it. Since 2018, owner Brandon Fugal's team —astrophysicist Travis Taylor and physicist Erik Bard, filmed by 'The Secret of Skinwalker Ranch' (History)— runs repeatable experiments with commercial instruments: drone and aircraft flights that lose GPS and control over one specific strip ('the Triangle'), gamma and ionizing-radiation spikes that appear and vanish within seconds —some correlated with nausea and skin irritation in personnel—, laser beams that deflect, projectiles that drift off course, and a dome-shaped subsurface anomaly mapped by ground-penetrating radar (GPR) and sonar. The aggregate result, however, is thin: reproducible localized effects but no isolated physical cause, no conclusive peer-reviewed finding, and a campaign funded by television production whose format rewards the photogenic incident over the silent negative. The most serious piece is a 2025 technical document proposing a falsifiable hypothesis —a 'pulsed piezo-plasma lens' (P³L)— with a four-experiment replicable suite; it is a proposal, not a verified result. At Skinwalker, to instrument has not been the same as to verify.

In June 2026, in a video recorded at filmmaker James Fox's request, Jacques Vallée —who was part of the BAASS science team— details the data infrastructure he designed for the program: a system of multiple 'data warehouses' called CAPELLA that accumulated roughly 260,000 'screened' reports (filtered and assessed by researchers, not raw internet stories) of anomalous objects in flight spanning ~70 years, and included —per Vallée— 'hundreds' of reports involving non-human creatures. Three caveats are needed to avoid over-reading the figure: (1) 260,000 is filtered intake volume, not residual unexplained cases; (2) the creatures claim is a first-hand testimonial assertion about a database that remains classified, not third-party verifiable; (3) 'non-human' in Vallée's lexicon points to his control-system / interdimensional hypothesis, not necessarily extraterrestrial biology. That Vallée designed AAWSAP's data architecture is consistent with the program's public record; the existence and exact contents of CAPELLA remain independently unaudited.

It is the corpus's armor piece for the classified-program (human) narrative: the first post-Blue Book U.S. federal program with contracts, paid receipts, an office, a written mandate and verifiable documentary output. Its existence is no longer disputed — the dispute is about what it found. That separates it from claim-only cases (Cooper, Lazar) and puts it methodologically on the same level as Bolender 1969 or the Twining memo: it is not testimony, it is paperwork. Its second importance is structural: AAWSAP is the node from which the entire 2017–2025 disclosure stream hangs — AATIP, Elizondo, the Tic Tac videos, the creation of AARO, the Grusch–Burchett–Luna hearings. Any corpus that does not register it as Tier S or A loses the backbone of the last institutional cycle. Its fragility —which justifies Tier A and not S— is the phenomenological mix: the DIRDs cover topics that cross from exotic physics into paranormal without clean analytical separation, which keeps Skinwalker from being read as 'just' evidence of a classified program. What it says cleanly is this: the DoD paid a private firm to study all of that at once. Physicist Travis Taylor —later chief scientist of the UAP Task Force (2018–2021) and the face of the ranch's televised research— embodies that crossover between state and private study of Skinwalker.

It is worth not conflating two things the ranch blends, and which the case keeps on separate planes: the program is documented —hence Tier A—, but the televised field experiments are another matter. Thirty years of instrumented measurement (NIDS, the declassified part of BAASS and Fugal's team) have produced not a single conclusive peer-reviewed piece; what exists are reproducible localized effects with no isolated cause, captured without control groups, blinding or independent replication, and under a reality-TV format that rewards the photogenic incident. It is science-shaped spectacle more than controlled science. That is why the case rests its tier on the program's verifiable paperwork —not on the series' measurements— and its most serious experimental contribution is not any dramatic recording but the 2025 P³L protocol: a prosaic hypothesis (piezoelectric plasma) framed falsifiably and replicably. To instrument is not to verify: that, in the end, is the right yardstick for everything that happens at the ranch.
