The first public reports of large coordinated drones over New Jersey began in late November 2024. By mid-December, thousands of sightings had been registered through civilian apps and reports to the FAA, including high-resolution videos of drones of apparent industrial size (estimated 1.5 to 6 meters in wingspan) operating in formation, at low altitude and at speeds greater than typical commercial drones, with strobe lights and predominantly during nighttime hours.

The overflights covered a wide zone: Picatinny Arsenal (US Army weapons R&D center), Naval Weapons Station Earle (naval ammunition transfer terminal for the Atlantic fleet), the Salem and Hope Creek nuclear reactors operated by PSEG Nuclear, Governor Phil Murphy's residential property in Middletown Township, and urban areas of northern New Jersey and Long Island. The FAA went so far as to impose temporary flight restrictions over Picatinny Arsenal and over the Trump National Golf Club in Bedminster. Governor Murphy convened press conferences demanding federal explanations. Senator Andy Kim —who personally joined a nighttime police patrol to observe the phenomenon— and Senator Cory Booker (both NJ) publicly pressed DHS and FAA, including by letter to Secretaries Buttigieg and Mayorkas and Director Wray. The FBI, DHS, FAA and AARO conducted a documented joint investigation and deployed additional tracking equipment.

The official position was built in several acts. DHS and the FBI held that most sightings were cases of 'mistaken identity': the public confusing lawfully operating manned aircraft —planes on approach to busy airports like JFK, helicopters, and even stars and planets— with drones. Homeland Security Secretary Alejandro Mayorkas stated that 'we know of no threat or nefarious activity'. The White House, through its national-security spokesperson, reinforced the message in mid-December 2024: many of the objects were authorized drones or commercial aircraft, and 'there was no evidence of foreign threat or anomalous technology'. At the same time, in a congressional hearing, a senior FBI official (Deputy Assistant Director Robert Wheeler) acknowledged the limit of that knowledge: asked about the risk, he answered that nothing known led him to assert a threat, 'but we just don't know, and that's the concerning part'. Several lawmakers and Governor Murphy himself publicly rejected the explanation as insufficient. The Trump administration, taking office in January 2025, maintained the same official position. No detailed forensic analysis of the drones was published, however, no specific operators were identified for most overflights over sensitive installations, and the true origin remained officially open. The Trump administration did not initiate a renewed investigation, leaving the case ambivalent in the institutional record.

It is the corpus's most relevant ambiguous case for the adversary-technology narrative. It combines four features no prior case had simultaneously: (a) media scale (thousands of sightings, sustained national coverage over weeks), (b) impact on national-security targets (Picatinny, NWS Earle, Salem/Hope Creek reactors), (c) explicit federal coordination FBI+DHS+FAA+AARO, and (d) official explanation **publicly disputed by sitting lawmakers of the affected state**, including the Governor and senators. The case loads onto the adversary-technology narrative because it belongs structurally to that category: drones of unaccredited origin over critical infrastructure is exactly the signature of adversary aerial espionage. But the posterior also leaves alive the classified-program (human) narrative (unacknowledged U.S. drones in testing) and the mundane/natural reading (it was effectively a mix of misidentified commercial aircraft). Tier A for the joint federal investigation, sustained coverage and disputed public data; not Tier S because there was no conclusive official identification nor physical recovery of a specific drone.
