The House Oversight and Government Reform Committee established in 2025 a Task Force on the Declassification of Federal Secrets, within which Eric Burlison (R-MO) took up as one of the conductors of the UAP line. The operative strategy he has been articulating since May 2026 shifts focus from the Pentagon —where the prior cycle (AAWSAP/AATIP/AARO) already has documentary history— toward the gray area between government and contractor, specifically the Federally Funded Research and Development Centers (FFRDCs). The structural argument is that a program of UAP-record retention, material recovery or reverse-engineering operated through an FFRDC remains nominally outside the direct federal apparatus and inside a corporate channel with distinct legal framework, allowing records Congress claims not to appear in direct DoD archives.

The first formal letter (May 7, 2026) was directed to MIT Lincoln Laboratory ↗ (operated by MIT under Air Force contract) about specific historical UAP records — notably the 1952 Beacon Hill Study (classified MIT study on defense technological intelligence) and the reel-to-reel coded 'AF-ATIC-FILM, 03/52' from the Air Technical Intelligence Center. On May 22, 2026, Burlison expanded the operation with formal legislative interrogatories and production requests to The MITRE Corporation ↗ — the most visible analytical FFRDC of the U.S. apparatus. The request demands records since 1930 about: custody, control, analysis, transfer, destruction or withholding of materials related to UAPs, anomalous aerospace or undersea events, recovered materials, technologies of unknown origin, and the alleged legacy crash-retrieval or reverse-engineering programs. MITRE responded publicly that it will comply (DefenseScoop, May 27, 2026).

The enabling legal framework is the national UAP Records Collection established by the FY 2024 National Defense Authorization Act, which directs federal agencies to identify, review, digitize and transfer to NARA the relevant records — creating the dedicated Record Group 615. Burlison's explicit next trail covers RAND Corporation, Aerospace Corporation and Northrop Grumman. The June 9, 2026 Capitol press conference ↗ is the public front of this legislative operation: the three formal demands raised there —presidential declassification, UAP Disclosure Act, whistleblower protection— articulate exactly the institutional pressure that the FFRDC letters were already executing through formal channels.

It is the first corpus case that documents the **gray contractor zone** as an explicit object of congressional UAP investigation. The corpus's prior cycle —AAWSAP/AATIP/AARO— covered the direct federal apparatus; Burlison/MITRE introduces the plane that cycle left out: FFRDCs as the channel where UAP records, recovered materials and reverse-engineering programs can legally live outside DoD but inside the federally-funded technological-intelligence ecosystem.
