On the morning of August 18, 1968, Emil Barnea — a construction technician and former Romanian army officer — and his companion Zamfira Matea saw, in a clearing of the Hoia-Baciu forest near Cluj, a round object of metallic appearance shining in the sun above the treetops. Barnea managed to take four photographs as the object advanced, brightened, and then accelerated out of sight. Technicians at the University of Cluj studied the plates and built scale models; ufologist Ion Hobana investigated the witnesses. It is one of the most analyzed photographic cases of the Eastern Bloc, taken three days before the invasion of Czechoslovakia.

Institutional evidence: multiple verifiable witnesses or official documentation. Three independent axes: the «tier» measures the strength of the evidence; the «probability» estimates how genuinely unexplained the case is —a natural phenomenon can remain unexplained, so it does not equal «non-prosaic»—; and the partition of explanations (below) says what it most plausibly was. So a well-documented case can have a possible hoax as its most plausible cause, and a Tier B is not, for that reason, a hoax.

August 18, 1968, was a sunny Sunday. Emil Barnea, a 45-year-old construction technician who had been an army officer and whom acquaintances described as a person of integrity, went walking with his companion Zamfira Matea, 34, toward the Hoia-Baciu forest on the outskirts of Cluj, in Romanian Transylvania. They stopped for lunch in a small clearing beside the road. It was Matea who first cried out that she saw 'something': when Barnea looked, above the treetops was a large, round object of metallic appearance, reflecting the sunlight.
Barnea remembered he had his camera. As the object advanced slowly, changed direction and brightened — then abruptly accelerated and vanished toward the horizon — he managed to take four photographs. The images show a bright discoidal object against the clear sky. He was no flying-saucer enthusiast chasing a picture: in the Romania of 1968, under Ceaușescu's communist regime, books about UFOs were simply not sold, and neither Barnea nor Matea had any prior framework to interpret what they were seeing.
The plates were examined carefully. Technicians at the University of Cluj studied the photographs at length and went so far as to build and photograph scale models of the object to check whether the shadows and reflections were consistent with the maneuvers Barnea described; they concluded that, in addition to reflecting sunlight, the object appeared to emit its own light. The Romanian ufologist and author Ion Hobana — one of the serious figures on the subject in Eastern Europe — conducted his own investigation: he visited the site, interviewed Barnea in 1968 and again in 1970, and stressed the credibility and the lack of motive of the witnesses. The case carries an added charge from its date: barely three days later, on August 20-21, 1968, Warsaw Pact troops invaded neighboring Czechoslovakia to crush the Prague Spring, with the whole region at maximum military activity — a context the classified-human-technology narrative cannot ignore when weighing what could have crossed that Transylvanian sky.

Cluj 1968 brings Romania into the corpus with one of the few Eastern Bloc photographic cases that withstood serious technical examination in its own time. Its strength lies not in a military sensor but in the conjunction of three factors the analysis weighs: witnesses with no prior framework or motive — in a country where UFO literature did not circulate — a material record of four plates, and an instrumental investigation by a university that reconstructed scale models to test shadows and maneuvers. That this examination concluded the object appeared to emit its own light, and not merely reflect the sun, is the kind of detail a rigorous photographic analysis can extract, and it separates the case from an ambiguous smudge on the negative.
Candor requires naming the evidential ceiling: it is a case of one witness (plus his companion) and a camera, with no radar, no independent military corroboration, and any photo of a disc admits mundane candidates — a misinterpreted distant object, an optical artifact — or even a hoax, though Barnea's profile and Hobana's verdict make it unlikely. That is why the case is Tier A and not S. But its value to the corpus is twofold. First, geographic: it opens Eastern Europe beyond the USSR, adding Romania to a map that already included Czechoslovakia, Poland and Ukraine. Second, contextual: the date — three days before the Warsaw Pact invaded Czechoslovakia — places the observation at the heart of the greatest European military mobilization of the Cold War, which charges both the adversary and the classified-technology narratives with meaning, without either closing the discoidal object Barnea photographed over the Hoia-Baciu forest.

Distribución de explicacionesDistribution of explanations
This case is classified among the model's hypotheses: the bar splits 100% by how much each explanation weighs (the uncertainty is spread across the hypotheses the case supports). Summed across the corpus they produce the comparable partition. It is a different question from the Probability above: that one estimates how likely the case is a genuinely unexplained phenomenon; this one splits which the explanation would be.
