In its first tranche of May 8, 2026, the PURSUE system declassified a small series of U.S. State Department diplomatic cables catalogued under the 059UAP designation. The best known is the Mexico cable of September 2003 (#059UAP00013), which reports the Mexican Congress's hearing on aerial phenomena and which the corpus analyzes in its own file. The other two members of the series, by contrast, have a connection to the phenomenon so faint that they better illustrate the declassification method than any sighting.

Cable #059UAP00011, issued from the Tbilisi embassy on October 30, 2001, is not about an unidentified object in the ufological sense: it reports that, on October 28-29, Georgia's Foreign Ministry alleged that Russian aircraft had violated its airspace and bombed areas of the Kodori Gorge —a flashpoint in the Abkhazia conflict—, an accusation Russia denied. The piece falls into the 'UAP' category because of the disputed and initially unidentified nature of the reported aircraft or explosions, not because it describes anomalous technology; it is, strictly, an airspace and political-intelligence incident.

Cable #059UAP00012, issued from Ashgabat on November 5, 2004, is even more tangential. It describes, in a tone between amused and perplexed on its author's part, how a Turkmen UFOlogist organization had earned a reputation as a 'reliable partner' of the United States in the country's fragile ecosystem of civil-society organizations. There is no sighting at all: the cable is a diplomatic portrait of Turkmenistan's peculiar associational fabric under the Niyazov regime, in which a club of UFO enthusiasts turned out to be one of the few available civil interlocutors. Its appearance in the UAP corpus is due exclusively to the search keyword having captured it.

Estos dos cables valen, para el corpus, como el reverso del cable de México con el que comparten serie. Aquel documenta un hecho institucional sustantivo —un congreso nacional debatiendo el reconocimiento del fenómeno—; estos dos son lo que queda cuando la misma red de búsqueda por palabra clave se arrastra por el archivo diplomático y captura todo lo que menciona «UAP», «UFO» o «unidentified», con independencia de su relevancia. Uno es una disputa de soberanía aérea entre Georgia y Rusia; el otro, una viñeta sobre el papel inesperado de un club de ufólogos en la diplomacia de sociedad civil en Asia Central. Ninguno aporta nada sobre la naturaleza del fenómeno.

Precisamente por eso son útiles. Documentan una propiedad estructural del proceso PURSUE que conviene tener presente al leer las cifras del release: la categoría «UAP» del gobierno estadounidense es una etiqueta administrativa amplia, generada en buena parte por búsquedas de términos, no un conjunto curado de avistamientos verificados. Una fracción de los archivos liberados —como estos cables o los documentos de cohetería que el corpus agrupa aparte— son material tangencial o de contexto que el barrido capturó. Contarlos como «casos UAP» equivaldría a confundir el ruido del método con la señal del fenómeno. El corpus los conserva como caso-documento tier B, navegables y con su procedencia correcta, no por lo que dicen del cielo sino por lo que dicen del archivo: que la transparencia por volumen incluye, inevitablemente, mucho que no es lo que su etiqueta promete. Mantenerlos visibles, y nombrados como lo que son, es parte de la disciplina de no inflar el corpus con falsos positivos.

These two cables are worth, for the corpus, the flip side of the Mexico cable with which they share a series. That one documents a substantive institutional fact —a national congress debating recognition of the phenomenon—; these two are what remains when the same keyword search net drags through the diplomatic archive and captures everything mentioning 'UAP', 'UFO' or 'unidentified', regardless of relevance. One is a dispute over airspace sovereignty between Georgia and Russia; the other, a vignette about the unexpected role of a UFOlogist club in civil-society diplomacy in Central Asia. Neither contributes anything about the phenomenon's nature.

That is precisely why they are useful. They document a structural property of the PURSUE process worth keeping in mind when reading the release's figures: the U.S. government's 'UAP' category is a broad administrative label, generated in large part by term searches, not a curated set of verified sightings. A fraction of the released files —like these cables or the rocketry documents the corpus groups separately— are tangential or contextual material the sweep captured. Counting them as 'UAP cases' would mean confusing the method's noise with the phenomenon's signal. The corpus keeps them as a tier-B document-case, navigable and with correct provenance, not for what they say about the sky but for what they say about the archive: that transparency-by-volume inevitably includes much that is not what its label promises. Keeping them visible, and named as what they are, is part of the discipline of not inflating the corpus with false positives.
