Mayor general (retirado) de la Fuerza Aérea Belga, con una larga carrera que lo llevó hasta subjefe del estado mayor aéreo y cargos en la OTAN. Durante la oleada belga de objetos triangulares (1989–1990), como jefe de operaciones del estado mayor, fue quien organizó la respuesta militar: la noche del 30 al 31 de marzo de 1990, ante detecciones de radar en tierra, ordenó el despegue de dos F-16 que lograron enganches de radar sobre objetos con maniobras y aceleraciones fuera de lo conocido. Poco después dio una conferencia de prensa pública en la que presentó los datos de radar a los periodistas y reconoció abiertamente que el fenómeno no estaba identificado —un grado de transparencia institucional excepcional—. During the Belgian wave of triangular objects (1989–1990), as chief of operations of the staff, he was the one who organized the military response: on the night of 30–31 March 1990, faced with ground radar detections, he ordered two F-16s to scramble; they achieved radar locks on objects with maneuvers and accelerations beyond the known. Shortly after he gave a public press conference in which he presented the radar data to journalists and openly acknowledged that the phenomenon was unidentified —an exceptional degree of institutional transparency. He later contributed his testimony to Leslie Kean's book.
