Periodista científico y ufólogo uruguayo, pionero del estudio riguroso del fenómeno en su país. En 1958 fundó el CIOVI (Centro de Investigación de Objetos Voladores Inexplicables), la primera institución privada de Uruguay en investigar reportes OVNI con método científico, que operó hasta 2008 manteniendo buena relación con la comunidad académica. De enfoque escéptico y racional —busca explicaciones convencionales antes que exóticas—, fue periodista de ciencia y tecnología y trabajó veinte años en la Voz de América en Washington. En 2008 fundó el UAPSG/GEFAI, que dirige desde Iowa. Es el polo civil y científico de la ufología uruguaya, contemporáneo de la comisión oficial CRIDOVNI de la Fuerza Aérea.Uruguayan science journalist and ufologist, a pioneer of the rigorous study of the phenomenon in his country. In 1958 he founded CIOVI (Center for the Investigation of Unexplained Flying Objects), Uruguay's first private institution to investigate UFO reports with a scientific method, which operated until 2008 while keeping a good relationship with the academic community. Skeptical and rational in approach —seeking conventional explanations before exotic ones—, he was a science and technology journalist and worked for twenty years at Voice of America in Washington. In 2008 he founded UAPSG/GEFAI, which he directs from Iowa. He is the civilian, scientific pole of Uruguayan ufology, contemporary with the official CRIDOVNI commission of the Air Force.

El 7 de agosto de 1979, la Fuerza Aérea Uruguaya creó la CRIDOVNI, comisión oficial bajo el Ministerio de Defensa que investiga denuncias con recursos militares —radar, controladores— y las clasifica. Activa sin interrupción por más de cuatro décadas, es la comisión UAP gubernamental de mayor continuidad del mundo, con una categoría explícita de casos «no convencionales».On 7 August 1979, the Uruguayan Air Force created CRIDOVNI, an official commission under the Ministry of Defense that investigates reports using military assets —radar, controllers— and classifies them. Active without interruption for over four decades, it is the world's longest-running government UAP commission, with an explicit "non-conventional" case category.

El 25 de septiembre de 1975, a las 19:30, un avión FH-227 de la Fuerza Aérea Uruguaya al servicio de PLUNA volaba de Asunción a Montevideo a 14.000 pies. Tras sobrevolar Monte Caseros, el piloto vio una luz amarillo-blanca muy brillante que ascendió hasta su altitud y lo acompañó a 3–5 millas. Al encender la luz de aterrizaje, el objeto se aproximó; al apagarla, se alejó —y en ese acercamiento se sintió un fuerte olor a cable quemado en cabina, sin que se hallara falla eléctrica—. Las fotografías fueron analizadas por la CRIDOVNI. Es uno de los casos de aviación más citados de Uruguay.On 25 September 1975, at 7:30 PM, a Uruguayan Air Force FH-227 on PLUNA service was flying from Asunción to Montevideo at 14,000 feet. After overflying Monte Caseros, the pilot saw a very bright yellowish-white light that rose to his altitude and accompanied him at 3–5 miles. When he turned on the landing light, the object approached; when he turned it off, it withdrew —and during that approach a strong smell of burnt cable was felt in the cabin, with no electrical fault found—. The photographs were analyzed by CRIDOVNI. It is one of Uruguay's most cited aviation cases.
