En 1975 había coautorado con Jacques Vallée un análisis estadístico de reportes presentado en la AIAA. En 1977 la agencia espacial francesa (CNES) creó el GEPAN (Groupe d'Étude des Phénomènes Aérospatiaux Non-identifiés), dirigido inicialmente por Claude Poher. Renombrado SEPRA (1988) y luego GEIPAN (2005), es el único organismo del mundo dentro de una agencia espacial nacional dedicado de forma pública y sostenida —casi medio siglo— a recibir, investigar y publicar reportes de fenómenos aeroespaciales no identificados. Clasifica cada caso (A–D) según cuánto se explica; un pequeño porcentaje queda como 'PAN D', no identificado pese a buena información. Es el patrón oro institucional, y el organismo que estudió la traza física de Trans-en-Provence.In 1977 the French space agency (CNES) created GEPAN (Groupe d'Étude des Phénomènes Aérospatiaux Non-identifiés), initially directed by Claude Poher. Renamed SEPRA (1988) and then GEIPAN (2005), it is the only body in the world within a national space agency dedicated publicly and continuously —for nearly half a century— to receiving, investigating and publishing reports of unidentified aerospace phenomena. It classifies each case (A–D) by how much is explained; a small percentage remains 'PAN D', unidentified despite good information. It is the institutional gold standard, and the body that studied the Trans-en-Provence physical trace.
