Biography
An astrophysicist who began as an official debunker for the US Air Force and, after two decades reviewing cases, publicly shifted toward the position that the phenomenon deserved serious study; in 1973 he founded his own research center (CUFOS). His classification of 'close encounters' (of the first, second and third kind) is the implicit basis of the evidence tiers (S, A, B) this site uses.

Project Grudge — USAF
Project Grudge Technical Report (August 1949), the USAF's second 'flying saucer' program and the successor to Project Sign. It reviewed about 244 cases and attributed them to weather balloons, astronomical bodies, aircraft, reflections, optical illusions, hysteria and hoaxes; it acknowledged that about 23% remained unexplained, but deemed that residue insignificant and no threat to national security. It recommended scaling back the investigation and discouraging public reporting. Astronomer J. Allen Hynek contributed astronomical explanations as a consultant. It shows how the official response moved from investigating to debunking before the program was refounded as Blue Book in March 1952; it says nothing about what the objects were.
