Ingeniero y doctor en astrofísica del CNES que en 1977 fundó y dirigió el GEPAN, el primer organismo científico oficial del mundo dedicado a estudiar fenómenos aeroespaciales no identificados, dentro de la agencia espacial francesa. En 1975 había coautorado con Jacques Vallée un análisis estadístico de reportes presentado en la AIAA. En 1978 concluyó ante el consejo científico del GEPAN que los casos no explicados tras investigación rigurosa correspondían a objetos materiales de origen desconocido.Engineer and astrophysics PhD at CNES who in 1977 founded and led GEPAN, the world's first official scientific body dedicated to studying unidentified aerospace phenomena, inside the French space agency. In 1975 he had co-authored with Jacques Vallée a statistical analysis of reports presented at the AIAA. In 1978 he concluded before GEPAN's scientific council that cases unexplained after rigorous investigation were material objects of unknown origin.
