For sixty years he was the leading intellectual counterweight to the extraterrestrial hypothesis within serious research on the phenomenon. His 'control system hypothesis' (1975) holds that the intelligence behind the phenomenon regulates human belief through dosed revelations that are never confirmed. With the 2026 PURSUE declassification, released in installments and neither confirming nor ruling out anything, some analysts returned to his framework to read the moment.
