Part 01

The night in question

On 18 June 1979, around 11:30 in the morning, Warrant Officer (Maresciallo) Giancarlo Cecconi, of the 14th Gruppo of the 2nd Stormo of the Italian Air Force, was returning to Treviso base after a reconnaissance mission when Centro Istrana, a military air-traffic-control radar, detected an intruder on its screens and vectored Cecconi to intercept it within a restricted airspace zone. Cecconi was flying a Fiat G-91R reconnaissance aircraft equipped with VINTEN gun cameras, designed for photogrammetric recording of targets.

According to his account and the preserved material, Cecconi made on the order of seven or eight successive passes over the object, triggering the cameras on each pass, accumulating a total of 82 frames. He described a dark body, of dull black tone, with an elongated shape —compared to an aerodynamic fuel tank or a cylinder— with a slightly flattened top and an upper element like a dome or cupola, transparent or whitish, which he likened to a 'drop of water.' Treviso control tower personnel warned him by radio that the object seemed to emit a strange bluish trail. As Cecconi approached, the object made vertical climbing and descending movements, rising several thousand feet.

The complete report —the VINTEN reel, the Centro Istrana radar track and Cecconi's debriefing— was filed in the Aeronautica Militare's official UFO dossier, within the institutional framework Italy consolidated in the late 1970s after the notable 1978 sighting wave, a framework associated in later accounts with Giulio Andreotti as the major political reference of the period.

The official skeptical explanation must be presented precisely and without softening it. Years later —around 1984— the Italian Ministry of Defence stated that the object had been identified by its photo-interpreters as a cylindrical balloon made of black plastic bags, that is, a light artifact carried by the wind. This conclusion surprised the researchers who had collected Cecconi's testimony, because it did not match what the pilot had described: the main technical objection is kinematic, since a plastic bag or balloon, of negligible mass, could hardly exhibit the sustained climbs and descents and the apparent directionality reported, nor remain stable against a jet on repeated passes. The institutional archive retains the case, and the discrepancy between the pilot's observation and the Ministry's identification is precisely what keeps it under discussion.

For the sake of honesty, it should also be noted that the skeptical reading is not trivial: at that altitude, a drifting balloon or cluster of plastic bags can deceive a pilot's perception of size, distance and relative motion while maneuvering at high speed, and the 'bluish trail' admits optical interpretations. The value of the case rests not on the mundane explanation being impossible, but on the quality of the documentary support: a military gun camera, a radar vector and a named pilot.

Why this case moved the needle

It is one of the strongest visual supports in the European corpus: imagery captured by an institutional military gun camera, a radar vector and interaction confirmed by Centro Istrana, a fully identified pilot of the 14th Gruppo, and a file preserved in the Aeronautica Militare's official archive. Italy was one of the first states to maintain a published institutional framework for handling military sightings, and Cecconi is the founding case within that framework.

The analytical importance for the corpus is both evidentiary and methodological, and should be read with calibration. On the strong side, few cases combine instrumental photographic record, radar and a trained military witness, which raises the bar above a purely visual sighting. On the cautious side, there is a concrete official explanation —a balloon of plastic bags— that, though challenged on kinematic grounds, cannot be dismissed out of hand: drifting balloons are a real and frequent cause of aerial confusion. The central unresolved question is whether the reported dynamics (sustained climbs and descents, trail, behavior across repeated passes) are compatible with a passive object of negligible mass. Cecconi therefore matters as a test case about the quality of military visual evidence and about the transparency —and the limits— of official identification, rather than as a closed anomaly.
