In August 1948, the Project Sign team at Wright-Patterson AFB completed a TOP SECRET-classified document titled 'Estimate of the Situation'. After seven months investigating the leading cases of 1947-1948 (Kenneth Arnold, Chiles-Whitted, Gorman dogfight), the team concluded that the interplanetary hypothesis was the most likely explanation for the observed phenomenon.
The document moved up the chain of command to General Hoyt Vandenberg, USAF Chief of Staff. Vandenberg rejected the conclusion for insufficient physical evidence and ordered the copies destroyed. The physical document has not been recovered, but its existence and conclusion are confirmed by the testimony of multiple participants — including Edward Ruppelt (future director of Project Blue Book) in his 1956 book, the first institutional historical text on the program.
Vandenberg's rejection precipitated the redirection of Project Sign into Project Grudge (1949), an operation with deliberately debunking bias. This launched the USAF's dual institutional pattern: honest internal investigation versus minimizing public communication.
