On October 20, 1969, Brigadier General Carroll Bolender, Deputy Director of Development at the USAF Office of Aerospace Research, sent an internal memorandum preparing the administrative closure of Project Blue Book (which effectively occurred in December 1969).

The memo's critical paragraph reads verbatim: 'Reports of UFOs which could affect national security are made in accordance with JANAP 146 or Air Force Manual 55-11, and are not part of the Blue Book system.' This statement documents — from inside the USAF — that the public UFO investigation system (Blue Book) operated in parallel with a distinct classified channel reserved for cases with national security implications.

JANAP 146 is the Joint Army-Navy-Air Force Publication governing reports of hostile or unidentified objects in continental airspace; AFM 55-11 is the manual of Communications Instructions for Reporting Vital Intelligence Sightings (CIRVIS). Both channels carry operational classification and do not file into Blue Book. The Bolender memo is the most explicit available confirmation of the dual system.
