Institutional evidence: multiple verifiable witnesses or official documentation. Three independent axes: the «tier» measures the strength of the evidence; the «probability» estimates how genuinely unexplained the case is —a natural phenomenon can remain unexplained, so it does not equal «non-prosaic»—; and the partition of explanations (below) says what it most plausibly was. So a well-documented case can have a possible hoax as its most plausible cause, and a Tier B is not, for that reason, a hoax.

Part 01

The file in question

In 2022, NASA convened an independent study team of sixteen scientists and experts —chaired by astrophysicist David Spergel— to assess, from a purely scientific perspective and working only with unclassified data, how the agency should approach the study of Unidentified Anomalous Phenomena. The panel held public meetings; at the first, in May 2023, it discussed the set of more than 800 unclassified cases collected by the Department of Defense's AARO, of which only a small handful could not be immediately identified as known phenomena —natural or human-made. The 33-page final report was released on September 14, 2023.

Its conclusions were deliberately sober. The panel found no evidence that UAP are of extraterrestrial origin; in Spergel's words, they saw nothing to suggest such an origin. But the report also could not offer conclusive explanations for the best-documented cases, and identified the central problem as the poor quality, dispersion and uncurated nature of available data: without calibrated instruments and consistent metadata, most reports simply do not admit rigorous scientific analysis.

Hence its battery of recommendations, all of method rather than conclusion: that NASA apply its assets —Earth-observation satellites, analytical capacity, open-science culture— to the systematic collection of rigorous, calibrated data; that the stigma deterring reporting be reduced, particularly for commercial pilots and other qualified observers; and that modern artificial-intelligence and machine-learning tools be used on large datasets to separate signal from noise. Following the report, NASA appointed a director of UAP research to coordinate this effort. The file is therefore methodological: it brings no evidence about the phenomenon, but the scientific standard by which a civilian agency proposes to study it.

Why this case moved the needle

It is the civilian-scientific counterpoint to the intelligence reports: an agency seeking not threats but data. Where the ODNI and Pentagon reports frame the phenomenon as a matter of national security and incursions into restricted airspace, NASA frames it as a problem of measurement and method. That difference in framing is itself valuable for the corpus: it shows that the same object can be approached from intelligence or from open science, and that both paths reach, by different routes, the same frontier —a residue that current data cannot close.

The report's value to the corpus is methodological, not evidential. It precisely articulates the very problem the corpus faces —poor, dispersed, uncurated and stigmatized data— and proposes exactly the standard of rigor the corpus shares: calibrated instruments, consistent metadata, reduced stigma so that qualified observers report, and systematic analysis instead of anecdote. In that sense, the NASA report functions as an institutional validation of the methodological diagnosis on which this corpus is built.

Editorial honesty requires reading its conclusion carefully in both directions. On one hand, that an independent NASA panel, with unclassified data, found no evidence of extraterrestrial origin is a real result that moderately weakens the more ambitious readings. On the other hand, the report itself conditions that conclusion on poor data quality: it does not assert 'UAP are not non-human,' but 'the available data do not allow concluding anything about their origin.' It is absence of evidence, not evidence of absence. And of the more than 800 cases reviewed by AARO, the panel acknowledged that a small handful remained without immediate identification. The corpus classifies it Tier A for its institutional solidity —official report, appointed panel, designated director— and not for a conclusion about the nature of the phenomenon, which the report itself refrains from issuing.
