Between January 13 and 20, 1996, in Varginha (Minas Gerais, Brazil), multiple civilians reported sighting one or more non-human creatures — described as small, brown, with three cranial protrusions and large red eyes — in residential areas of the city. On January 20, three young women (sisters Liliane and Valquíria Silva, together with Kátia Xavier) reported seeing one of these creatures crouched near a vacant lot.

Simultaneously, the Brazilian Army and the Fire Department carried out search-and-capture operations in the city. Civilian witnesses reported military vehicles transporting containers and creatures. Soldier Marco Eli Cherese, a member of the Polícia Militar who participated in the operation, died on February 15, 1996 from an infection caused by an atypical (anaerobic) bacterium. His family has publicly maintained a causal connection between the operation and the infection.

Colonel Olímpio Wanderley Vieira, commander of the Third Battalion of the Polícia Militar of Minas Gerais, later confirmed the existence of the operation but denied its extraterrestrial nature. The case was investigated by A.J. Gevaerd (Revista UFO Brasil) and by Stanton Friedman. The Brazilian Army has not declassified formal documentation, but the military's acknowledgment of the operation is on the public record through statements by officers.

At thirty years, the case entered an institutional cycle with no precedent. On January 15, 2026, three members of the U.S. Congress held a closed-door session in the Longworth House Office Building (Washington) with Brazilian witnesses to the incident. Its 600-plus pages reconstruct duty rosters, vehicle departures and returns, and unit routes, and conclude that there is a temporal and logistical incompatibility between the ufological accounts and what the barracks were actually doing on those dates. No military offence or administrative irregularity was identified that would warrant liability before the Union's Military Justice. The file is digitized and carries no access restriction in ARQUIMEDES, the court's own archive. In February 2026, former Defense Minister Aldo Rebelo publicly stated that he is aware of Brazilian military UFO documents and would release them 'if a similar movement occurs in the United States'. In May 2026, however, his party (Democracia Cristã) dropped him as 2026 presidential candidate over low polling and internal clashes — his operational capacity to trigger a Brazilian release was weakened. The case is no longer 'Brazil-only' nor 'a Latin American anecdote': it is a formal dispute between two institutionalities. The testimonial claims that have emerged in this 2026 cycle — multiple entities recovered (some dead, at least one possibly alive), non-human body handled by medical personnel, anomalies in tissue samples of soldier Cherese — remain testimonial: there is no peer-reviewed medical paper, no documentary chain of custody for the hypothesized transfer to the U.S., no Brazilian diplomatic cable. From the 2026 cycle, the case acquires a second layer that no other corpus case has: formal inter-institutional divergence between two sovereignties. The Brazilian Superior Tribunal Militar institutionally dismisses the incident (January 2026); four U.S. lawmakers with a sworn whistleblower institutionally demand declassification of its records (June 2026). In July 2026 that pressure left the press-conference stage: Rep. Eric Burlison — a member of the Task Force on the Declassification of Federal Secrets — sent a formal oversight letter to CIA Director John Ratcliffe demanding, within 30 days, congressional production of the records under FOIA F-2023-00442 (U.S. government flights and material transfer from Brazilian military custody, Jan 14–28, 1996); the CIA had already answered that FOIA with a Glomar — neither confirm nor deny, EO 13526 —, the first official-level U.S. documentary record the case produces. That divergence is the most distinctive structural signature of Varginha today: the case is no longer competing for new material evidence but for narrative jurisdiction. The operative question the corpus leaves open is not 'were there entities?' (calibrated in the case's MECE posterior) but 'which sovereign institution holds authority over the case?'. The answer to that second question will move future calibration more than any additional testimony.
