Biography
Canadian science writer and educator, trained in astronomy, who has studied the phenomenon since the mid-1970s with a markedly statistical and documentary approach. Since 1989 he has run, through Ufology Research (UFOROM, Manitoba), the Canadian UFO Survey, an annual census that gathers and analyzes all the country's reports and already documents more than 22,000 sightings —one of the longest and most systematic data series in the world. He has published in peer-reviewed journals and is the author of ten books, among them 'Canada's UFOs: Declassified' (2021). He effectively serves as the civilian point of contact to whom Canadian military reports are usually referred: his value lies not in asserting, but in counting, classifying and filtering.

Shag Harbour· 1967
On 4 October 1967, several Shag Harbour (Nova Scotia) residents saw a four-light object fall into the sea; the RCMP confirmed yellow foam and a lingering slick within minutes. Maritime Command ordered a three-day underwater search by the Fleet Diving Unit, and the government released the records without dispute.

Project Magnet / Second Storey · government UFO programs (Canada)· 1950
In December 1950, Transport Canada established Project Magnet, an official UFO study program directed by radio engineer Wilbert B. Smith, aimed at investigating the phenomenon and the possibility of harnessing geomagnetism for propulsion. In April 1952 the government also created Project Second Storey, a parallel Defence Research Board committee. Magnet was formally active until 1954. These are among the world's earliest state UFO programs; honest framing: the extraterrestrial conclusions were Smith's personal interpretation, not official policy — the value is the early institutionalization of the subject in a G7 government.
