United States.'A large, somewhat deformed balloon': the observer identifies the object himself
In 2020, U.S. Northern Command submitted a report to AARO consisting of 32 seconds of infrared footage over the Atlantic Ocean. What is unusual about this file is not the video —a sensor tracking an area of contrast without incident— but the accompanying debrief report (DOW-UAP-D091): the observer himself described the object as 'a darker, maroonish color, approximately 12-15 feet in height,' that 'traveled with the wind,' 'did not maneuver or change direction,' and 'appeared similar to a large, somewhat deformed balloon.' It is one of the few cases in the corpus where the witness himself, not a later analyst, offers the most likely mundane identification.

At some point in 2020, an infrared sensor aboard a U.S. military platform recorded 32 seconds of footage over the Atlantic Ocean, off the U.S. East Coast. U.S. Northern Command (NORTHCOM) formally submitted the report to the All-domain Anomaly Resolution Office (AARO), catalogued as DOW-UAP-PR116.
Unlike the vast majority of files in this corpus, this one comes with a debrief report carrying substantial descriptive content: a 'Range Fouler Debrief,' identified as DOW-UAP-D091. The report describes the phenomenon with an unusual level of detail: color 'darker, maroonish'; estimated height of 'approximately 12 to 15 feet'; behavior of 'traveling with the wind'; and, explicitly, that the object 'did not maneuver or change direction.' The observer's own conclusion, quoted in the report, is that the object 'appeared similar to a large, somewhat deformed balloon.'
AARO's official timestamped visual description is brief and does not contradict that reading: for the full 32 seconds, 'the sensor zooms and pans to keep an area of contrast generally within the center of the frame.' There are no erratic maneuvers, speed changes, or behavior the instrumental description itself flags as unusual — consistent with an object passively drifting with the wind, as the debrief describes.
The material was released in PURSUE's fourth drop (July 10, 2026), with the public record offering no exact coordinates, no precise date within 2020, and no identification of the observing platform beyond its being within NORTHCOM's area of responsibility.

Why this case moved the needle
This file's value lies precisely in not being a mystery. In a corpus where most cases arrive with no context —just a title and a brief clip— this one comes with a debrief where the witness himself, with the object in front of him, already offered the simplest mundane reading: a large, deformed balloon, drifting with the wind, not maneuvering. AARO's instrumental description —a sensor placidly tracking an area of contrast for 32 seconds, with no unusual behavior flagged— does not contradict that reading at any point.
Its function in the corpus is methodological counterweight, not additional mystery.
