Official Spanish Air Force UAP declassification process initiated in 1992 by Brigadier General Alfonso Fernández Aguado (then Deputy Chief of Staff of the Spanish Air Force) and continued by his successors through 1997. It released ~80 files archived by the Operational Air Command (MOA) between 1962 and 1995. Civilian researcher Vicente-Juan Ballester Olmos structured the review, indexing and publication protocol. It is one of the few national UAP archives in the world systematically declassified by the military apparatus itself without congressional or judicial pressure — an institutional model later cited by analogous programs in France (CNES/GEPAN), Chile (CEFAA) and Uruguay (CRIDOVNI). ~20% of the files remained formally catalogued as 'without conventional explanation' after review.

The file in question
The Spanish Air Force maintained classified UAP files since the early 1960s, archived initially at the Air Force Headquarters by the General Staff Information Service and later by the Operational Air Command (MOA) headquartered at Torrejón Air Base (Madrid). In 1992, Brigadier General Alfonso Fernández Aguado, then Deputy Chief of Staff of the Spanish Air Force, authorized the start of the archive's systematic declassification process. The protocol was designed in collaboration with civilian researcher Vicente-Juan Ballester Olmos —at the time Spain's most experienced UAP documentalist and author of the FOTOCAT project— who acted as technical interlocutor between the military apparatus and the research community.
The process released ~80 files between 1992 and 1997, covering events archived between 1962 and 1995. The methodology followed three steps: (1) file selection by the MOA office, (2) redaction of sensitive information —military witness names, operational positions, classified location data— while preserving the narrative and technical body of the original report, (3) open publication of the sanitized file in a researcher-accessible format at the Air Force Headquarters archive. Approximately 80% of files were catalogued upon review as attributable to conventional phenomena (weather balloons, aircraft, satellite reentries, planets Venus/Jupiter, atmospheric phenomena); ~20% remained formally catalogued as 'without conventional explanation' — a residual rate structurally similar to that of Project Blue Book USAF ↗ and Battelle Special Report 14 ↗, suggesting the residual is not an artifact of a single apparatus but a replicable pattern across Western air forces.
Two iconic corpus cases belong to the declassified archive: Canary Islands 1976 (the western-islands mass sighting case) and Manises 1979 (Iberia JK297 intercept with emergency landing at Manises airbase). The Spanish process is notable because it occurred without congressional or judicial pressure analogous to the U.S. cycle — it was voluntary and endogenous to the military apparatus itself, distinguishing it from the Bolender→Condon→FOIA model on the U.S. side. Later UAP declassification programs in France (CNES/GEPAN, public archive), Chile (CEFAA) and Uruguay (CRIDOVNI) formally cite the Ballester Olmos / Fernández Aguado protocol as a methodological reference.

Why this case moved the needle
It is the corpus anchor for Spain and, more structurally, for the inter-state comparative reading of the UAP phenomenon. Three traits make it Tier S. First, institutional quality: ~80 official Spanish Air Force files, reviewed and published under formal military protocol, accessible at the Air Force Headquarters archive — verifiable paperwork. Second, comparative value: the ~20% residual rate replicates the one observed in Project Blue Book USAF ↗ and Battelle Special Report 14 ↗ — statistical coincidence between two independent apparatuses suggesting the residual is not a methodological artifact of a single air force but a stable pattern. Third, institutional model: voluntary declassification endogenous to the MOD itself —without congressional pressure, without FOIA litigation, without leak— is an institutional route distinct from the dominant U.S. one, and has been cited as a reference by France (CNES/GEPAN), Chile (CEFAA) and Uruguay (CRIDOVNI). The corpus went from having 2 loose ES cases (Canary Islands 1976, Manises 1979) to having the institutional process that frames them. Its fragility —which justifies Tier S and not S+— is one of coverage: the archive is selective (it does not include any special-operations program if one existed) and 'without conventional explanation' is a reactive category, not an affirmative one.
