Separate from the PURSUE program's drops, AARO publishes its own 'UAP Case Resolution Reports' archive on DVIDS — clips numbered PR-001 onward, mostly from Europe and Africa, each with the office's official assessment attached as text: 'resolved as migratory birds,' 'resolved as balloon,' 'closed, not anomalous,' 'undergoing analysis' or 'unresolved.' Of 18 files in this series, 6 were closed as birds or balloons with described methodology —correlation with migration routes, wingbeat frequency, wind speed and direction—, 1 was closed as 'not anomalous' without identifying its origin, and 11 remain unresolved or under analysis for lack of telemetry or multi-sensor data.

Institutional evidence: multiple verifiable witnesses or official documentation. Three independent axes: the «tier» measures the strength of the evidence; the «probability» estimates how genuinely unexplained the case is —a natural phenomenon can remain unexplained, so it does not equal «non-prosaic»—; and the partition of explanations (below) says what it most plausibly was. So a well-documented case can have a possible hoax as its most plausible cause, and a Tier B is not, for that reason, a hoax.

Part 01

The file in question

Beyond the mass drops of the PURSUE program, AARO maintains and publishes on DVIDS a separate, smaller archive: the 'UAP Case Resolution Reports,' consecutively numbered clips —PR-001 onward— documenting individual files processed by the EUCOM (Europe) and AFRICOM (Africa) combatant commands, each accompanied by a paragraph of text carrying the office's official assessment. Unlike PURSUE's mission reports, which rarely include a conclusion, each of these clips carries AARO's final word printed directly in its own title and description.

Of the eighteen numbered files in this series identified so far (PR-001 through PR-018), the outcome breakdown is as follows: six were closed with the object identified —five as birds (migratory or local) and one as a balloon—; five more were closed specifically as balloons on behavioral grounds; one was closed as 'not anomalous' without pinning down its exact origin; and the remaining eleven stay unresolved or under active analysis. To that numbered series can be added at least one further file without a PR number but with the same assessment structure: 'Middle East Red Balloon 2024,' resolved as a household-grade reflective foil balloon.

The methodology AARO describes for closing a case as a bird is consistent across files: strong morphological match with other already-resolved bird imagery, flight behavior aligning with known migration routes, relative position-holding among multiple individuals for energy conservation in flight, and —the most precise detail— a pulsating infrared return whose frequency matches wingbeat rhythm. For balloons, the correlation is made against recorded wind speed and direction at the time and place of the event, comparing the observed trajectory against the expected drift of a lightweight object carried by air.

When AARO cannot resolve a case, the language also follows a pattern: the office explicitly distinguishes between being unable to determine whether a thermal signature originates from a physical object, a thermal reflection, or an artifact of the sensor or display itself, and outright lacking the telemetry or multi-sensor data that would allow any performance evaluation. In at least one case (PR-011), the file is marked 'analysis ongoing' rather than closed under either category.

Why this case moved the needle

This archive matters because it corrects a structural bias the rest of the corpus cannot avoid on its own: nearly every UAP file that becomes public or leaks is, by definition, one that was NOT resolved —resolved cases rarely make news. Here AARO itself publishes, in the same format and level of detail, both what it closed with a conventional explanation and what remains open, which allows calibration against a sample where the agency has no incentive to inflate the proportion of the anomalous.

The ratio observed in this sample —six of eighteen resolved as birds or balloons, one closed without identifying origin, eleven unresolved— is not a representative survey of the UAP phenomenon in general: it is a small, self-selected sample subject to what the office chooses to publish and when. But within those limits, the pattern matches what AARO has repeatedly stated in its public appearances: most reports it receives turn out explainable, and the ones that stay open usually lack the data —telemetry, multiple sensors, flight context— that would make a determination possible, rather than displaying genuinely inexplicable behavior.

The methodology described in the resolved cases —wingbeat frequency, migration routes, wind correlation— is also valuable as a reference standard for reading other files in the corpus that describe similar behaviors (drifting spherical objects, formations holding relative distance) without having undergone the same data cross-referencing. This aggregate's posterior reflects that dual reading: a considerable mass on 'mundano_natural' from the cases with verified resolution, but an equally considerable fraction on 'indeterminate' because most of the eighteen files —including several with multiple minutes of footage, like the eight-minute Middle East one— simply lack the data that would allow a determination.
