On March 13, 1997, between 19:30 and 22:30, thousands of residents in Arizona, Nevada, and Sonora (Mexico) observed lights in V-shaped or triangular formation over the U.S. southwest. There were two distinct events: (1) a formation of lights moving slowly over Phoenix between 20:00 and 20:30, and (2) stationary lights over southern Phoenix around 22:00.
Arizona Governor Fife Symington personally held a mocking press conference on June 20, 1997, presenting his chief of staff dressed in an alien costume as 'the culprit'. Ten years later, in 2007, Symington publicly revealed that he himself had observed the object: 'an enormous, delta-shaped craft floating silently'. The 1997 press conference, he explained, was an attempt to calm public panic while the USAF and FBI investigated.
The USAF eventually attributed the second event (22:00) to parachute flares dropped during a Maryland Air National Guard exercise over Goldwater Range. The explanation is consistent with the trajectory and timing of the second event. The first event (20:00, moving formation) has not been officially explained and is the disputed residual event: a rigid formation of lights moving in sync over a metropolis for 30 minutes is incompatible with an unannounced military exercise.
