The 'USPER Statement' is an FBI-302 interview —the standard format an FBI agent uses to document a statement— taken from a USPER (US Person), the official designation for a security-credentialed individual whose identity is protected under source-handling rules. The witness is a currently serving senior U.S. intelligence-community official (still in service as of May 2026 per the complementary narrative), who recounts a first-hand encounter with anomalous phenomena at a sensitive government test installation in the western United States during 2025. His team was investigating reports of unusual noises and orb sightings at the facility.

The core of the account is a concrete and unusually specific sequence. After searching by helicopter the area where orbs had previously been reported, the team located an orb described as 'super-hot' hovering over the ground. According to the statement, that orb moved roughly 20 miles at a speed too high for the helicopter attempting to follow it. Shortly afterward a 'swarm' of lights moving in all directions appeared, followed by four or five additional orbs that flared up intensely and then dimmed; that flaring pattern repeated over the next thirty minutes across different points of the area.

What sets this file apart from a lone sighting is the density of witnesses and instruments. The official observed the phenomenon with the naked eye while accompanied by two pilots using night-vision devices (NVG); other pilots in separate aircraft and ground observers equipped with night vision also witnessed the orbs, in some cases simultaneously and at different ranges. Ground personnel took photographs of the UAP beneath the helicopter through the NVGs, images the declassified material links in its 'Related Media' section. The FBI-302 account (first PURSUE release, May 8, 2026) is complemented by document ODNI-UAP-D001 (second release, May 22), a first-hand written narrative by the same official that expands and corroborates the 302 summary.

The analytical reading must hold both the strength and the limits. The strength is real: multiple qualified witnesses, combined naked-eye, night-vision and camera observation, and an institutional provenance chain (FBI + ODNI + AARO) that places the case among the most cited in AARO's own holdings. The limits too: the exact location is redacted, no hard kinematic data (calibrated radar, telemetry) has been released to back the account's figures —'super-hot', '20 miles', 'too fast for the helicopter' are witness descriptions, not measurements— and a test site with restricted airspace is, by its very nature, where unacknowledged classified platforms are tested. The very restriction that rules out casual civilian traffic is what offers the strongest prosaic explanation: a domestic program. The document acknowledges the phenomenon as substantive without attributing origin.

The photographs accompanying the file —now embedded in this case's viewer— are infrared/night-vision sensor frames with an aiming reticle: they show compact dark contacts (the orbs) against a noisy gray background, with black redaction bars over the classified metadata and an on-screen date stamp ('12/31/99') that is the sensor's default value, not the event's real date. They are visual evidence consistent with the account —compact objects captured by IR optics at varying angular scales— but, being redacted and lacking published telemetry, they cannot by themselves fix size, distance or nature.

The USPER Statement's importance is twofold, and one half should not be mistaken for the other. On one side is the quality of the testimony: a serving senior intelligence official willing to document a first-hand encounter to the FBI, corroborated by pilots and ground observers and recorded photographically through night vision, is a witness profile hard to dismiss as perceptual illusion or individual fabrication. That is why AARO places it among the most compelling material in its holdings, and why the case sits at the high end of the corpus in source credibility. On the other side is institutional provenance: the account did not arrive through a leak or sworn open-identity testimony —as Grusch's did in 2023— but through the formal FBI→ODNI→AARO chain, with the witness's identity protected. That protected route widens the universe of people willing to testify within the system, but it also prevents the outside observer from verifying who the witness is and what access they actually had.

Rigor requires separating what was attested from what was measured. What was attested is striking: a 'super-hot' orb outrunning a helicopter by 20 miles, a swarm of lights, orbs flaring up and down for half an hour. What was measured, by contrast, has not been published: there is no calibrated radar, telemetry or analysis of the NVG photos in the released material, so the account's figures are witness descriptions, not instrumental data. And the location —a sensitive test site with restricted airspace— is analytically ambivalent in both directions: it rules out the casual civilian traffic that explains so many reports, but it is exactly where a state tests unacknowledged classified platforms, which sustains the domestic-program explanation as the strongest prosaic one. Hence the posterior assigns appreciable mass to 'humana_clasificada' and keeps an indeterminate residue, without closing toward the non-human. The case is also the 2025 node of a recurring pattern: orbs over Western US test installations, in line with the 2023 Western US Event (case `aaro-mother-orb-2023`), of which it is an independent and later event, not a repetition.
